First, the recruitment target and basic conditions

The enrollment targets are ordinary high school graduates who take the national unified entrance examination for ordinary colleges and universities.

Basic conditions: applicants must support the four cardinal principles and the party's line, principles and policies, be loyal to the motherland, love the army, volunteer to devote themselves to the cause of flying, and meet political conditions; Good physical fitness, in line with the physical examination standards for recruiting flight students; Excellent psychological quality, in line with the requirements of the Air Force to recruit flight students psychological quality test; Age 16 to 20 years old (as of September of that year 1), unmarried.

Second, the recruitment plan

The plan to recruit flight students was reported by the Air Force to the General Political Department before the end of August last year. After the approval of the General Political Department and the Ministry of Education, it was incorporated into the plan of recruiting local high school graduates in military academies in that year and issued separately in advance.

Three. Work arrangement and implementation measures

Recruiting new high school graduates from ordinary high schools is divided into two stages. The first stage is the pre-selection stage, which started in September of last year and ended in February of that year (taking flight recruitment in 2007 as an example, the pre-selection stage started in September 2003 and ended in February 2003), and mainly carried out publicity and mobilization, registration and recommendation, and preliminary inspection of pre-selection. The second stage is the comprehensive test selection stage, which starts in February and ends in August. It mainly carries out physical examination, psychological quality test, political review, cultural review, recruitment review, approval and admission of pre-selected objects.

(1) Publicity and mobilization

Doing a good job in propaganda and mobilization is the basis to ensure the successful completion of the task of recruiting pilots. It is mainly organized and implemented by education departments at all levels and ordinary high schools. The Air Force of the Military Region is responsible for providing publicity materials for recruiting pilots, such as posters, brochures for recruiting pilots for ordinary high schools, conditions for ordinary high school graduates to apply for air force aviation universities, questions and answers for air force recruiting ordinary high school graduates, profiles of air force aviation universities, and application forms for candidates of air force aviation universities. Education enrollment departments at all levels and ordinary high schools should closely cooperate with local propaganda departments, carry out patriotic education and national defense education around recruiting pilots, and mobilize all sectors of society and parents of candidates to actively support the recruitment of flight students; It is necessary to give full play to the role of ordinary senior high school party organizations and class teachers, and make full use of posters, slogans, radio, television, newspapers and other propaganda means to stimulate young students' enthusiasm for applying for the exam and encourage outstanding students with all-round development in morality, intelligence and physique to apply for the Air Force Flying Academy. Publicity and mobilization should be closely linked with reality, adhere to the principle of voluntary registration, highlight key points, seek truth from facts and stress practical results. The content of education should not only talk about the glory of being a pilot, but also talk about the need for hard training for the growth of a pilot.

(2) Registration recommendation

Mainly organized and implemented by ordinary high schools. Students apply for self-control, and voluntarily register according to the conditions that ordinary high school graduates recommend themselves to apply for Air Force Aviation University. After being recommended by the class teacher, ordinary senior high schools inspect the students' basic conditions of nature, body, psychology, politics and culture one by one, and organize school doctors to check the candidates' height, weight, vision, blood pressure and color vision. Those who meet the requirements fill in the Application Form for Candidates of Air Force Aviation University, which is signed and sealed by ordinary high schools. After being audited by the enrollment departments at the county and city levels, it will be the object of applying for air force flight students.

(3) Preliminary pre-selection inspection

The purpose is to identify pre-selected recruitment candidates. The pre-selection group is mainly dispatched by the air force of the military region and implemented at checkpoints set up in relevant cities. Candidates with Air Force Aviation University candidates registration form and ID card (or household registration book), under the unified organization of the local (city) education and enrollment department, the county (city) education and enrollment department or ordinary high school shall organize candidates to participate in the pre-selection at the test center according to the specified time, place and requirements. The Air Force recruits flight cadets and conducts a preliminary examination of the candidates' political, psychological and physical conditions according to regulations. Those who pass the pre-selection will be issued a "Flight Recruitment Quasi-inspection Certificate".

(4) Physical examination

Physical examination is an important part of flight recruitment and an important means to ensure the physical quality of flight students. Candidates must undergo strict examination by air force medical staff, and other medical examinations are invalid. After the primary examination of qualified students, in the county (city) education enrollment department or ordinary high school unified organization, with the "Zhao Fei Admission Ticket" in accordance with the provisions of the time, place and requirements to the physical examination station for physical examination. The physical examination is organized and implemented by the military air force's flight recruitment department and medical personnel according to the Physical Examination Conditions for Recruiting Flight Students of China People's Liberation Army issued by the air force. The physical examination is carried out in a single elimination system, and its items are divided into six major events, 150 minor events. The time is an annual comprehensive test period, probably in February and March.

Psychological quality test

Psychological quality test is a means to test and evaluate candidates and predict their flight ability according to the special needs of flight occupation, which is of great significance to improve the training rate of flight students, reduce flight accidents and enhance the combat effectiveness of aviation units. Professionals in the air force recruitment department of the military region and psychological quality experts with many years' experience in flying and testing shall organize the implementation in accordance with the psychological quality conditions of the air force recruiting flight students and the relevant provisions of the air force psychological quality test. The time is an annual comprehensive test period, probably in February and March.

(6) Political censorship

Political conditions must be put in the first place when recruiting ordinary high school students to fly. The political review is mainly conducted by the professionals of the Air Force Recruitment Department of the Military Region, with the cooperation of ordinary high schools and public security departments at all levels. Political review, according to the regulations of the Ministry of Education, the Ministry of Public Security, the General Political Department on the political conditions of flight students and the Air Force on political review, focuses on finding out the actual performance of candidates inside and outside the school, the motivation and attitude of applying for the exam, the political, historical and realistic performance of parents or other immediate family members, and the major historical and practical problems of close relatives. The political review time is from March to May.

(7) Cultural examination

After the candidates have passed the physical examination, psychological quality test and political examination, their schools will organize them to take the national unified entrance examination for ordinary colleges and universities on June 7th, 8th and 9th every year.

(8) Recruitment review

On the basis of comprehensive examination, physical examination focuses on repeated examination of individual physical examination items and individual candidates, mainly through medical observation before admission, to check whether the candidates' bodies have changed, and take remedial measures in time when problems are found to ensure the quality and qualified rate of physical examination and admission of candidates after admission.

(8) Recruitment review

(9) Admission approval

Recruit ordinary high school graduates to fly, and enroll them separately in advance. The offices of the admissions committees of relevant provinces, autonomous regions and municipalities directly under the Central Government shall provide candidates' cultural examination results, examination papers and files to the air force recruitment department of the military region in advance. The admission score is drawn by the Air Force.

In accordance with the principle of comprehensive evaluation and merit-based admission, the Air Force of the Military Region gives priority to candidates whose cultural achievements are above the admission score and whose political, physical and psychological qualities are good. Candidates who pass the political examination, physical examination and psychological quality test will not be admitted. In this way, the implementation plan for recruiting pilots was formulated and reported to the Air Force for unified and centralized examination and approval, and the proposed admission list was determined. Cooperate with the provincial (city) admissions department to handle the admission procedures and issue the admission notice.

Fourth, school review

Candidates who have been admitted shall report to the Basic Flying School (Changchun Air Force Flying Academy) with the admission notice. After entering the school, the air force recruitment department will organize basic flight schools and air force medical personnel to conduct a comprehensive review of new students. After the review, it is determined that it does not meet the flight conditions, and it will be returned to the pre-school location, and the provincial (city) admissions department will make up the record according to the results. Those who meet the flight conditions, after studying and training in school for three months, meet the requirements and obtain school status and military status.
