In this regard, the Ministry of Civil Affairs mainly has the following work plans:

First, it is necessary to improve the working mechanism, adhere to the people-oriented approach, and respond scientifically and decisively. Depending on the level of the disaster, hierarchical responsibility and territorial management must be implemented. In accordance with the Natural Disaster Management Regulations, the central and local governments have formulated response mechanisms from level one to level four, so we also need to establish an integrated rescue and disaster relief emergency mechanism in which rescue and emergency relief work is generally focused on local areas. At the same time, the Ministry of Civil Affairs also provides necessary help and support depending on the disaster situation.

Second, we must improve disaster relief policies, promote local governments to scientifically and rationally formulate disaster relief standards for disaster-stricken people, and effectively ensure that disaster-stricken people can receive timely and effective relief fairly and fairly. At the same time, the Ministry of Civil Affairs should also consult with the relevant central departments in a timely manner to adjust the central government's natural disaster relief policies to ensure the basic livelihood of the disaster-stricken people.

Fourth, improve social mobilization capabilities. It is necessary to improve the rural housing insurance system and expand rural housing insurance pilot projects. There are now 53 million rural houses covered by insurance.
