In accordance with the principles, we will comprehensively strengthen wetland management, increase protection in accordance with the law, effectively protect wildlife resources and wetland nature reserve resources, and make positive contributions to the creation of a harmonious and beautiful ecological Huangpi.
Wetlands are known as "the cradle of life", "the kidneys of the earth" and "the paradise of birds". Together with forests and oceans, it is known as the earth's three major ecosystems and has special ecological functions. Huangpi District's special geographical location and ecological location enable Huangpi District to have relatively complete types of wetland resources. The district's wetland area is 21,608.4 hectares, including 5,388.94 hectares of river wetlands, 6,867.77 hectares of lake wetlands, and 9,351.62 hectares of artificial wetlands. The Caohu Municipal Wetland Nature Reserve has been established. It is located in the plain lake area in the southern part of Huangpi District. It is a collection of natural and artificial wetlands composed of Caohu fishery, tidal flats, swamps and intensive fish ponds in Sanliqiao Street. The total area of ??the reserve is 1148.2 hectares, which is divided into core area, buffer area and experimental area. More than 180 species of various animals and plants have been identified in the reserve. Among them, there are three national first-level protected animals: Oriental white stork, white-headed crane, and relict gull; national second-level protected animals such as white spoonbill, little swan, and white-fronted goose; and two national second-level protected plants, lotus and wild caltrop. The establishment of Caohu Municipal Wetland Nature Reserve plays an important role in protecting rare and endangered waterbirds and aquatic vertebrates such as bald cranes, Oriental white storks, relict gulls, little swans and white spoonbills, as well as the freshwater wetland ecosystem and biodiversity in the middle reaches of the Yangtze River. role. It is also an important link connecting the wetland network in the northeastern part of Wuhan's central urban area and serves as a demonstration for the protection, restoration and management of other wetlands. (1) Carry out extensive publicity and education to improve the protection awareness of the whole society. Use "World Wetlands Day" and "Wildlife Conservation Awareness Month" to widely publicize on TV, newspapers and periodicals. At the same time, use banners, slogans, leaflets and other forms to organize rich publicity and commemorative activities to vigorously promote wetland natural protection. The protection of the area is of great significance. Every year, RMB 10,000 is invested to broadcast TV promotional videos during prime time on Huangpi TV Station, and 50,000 text messages are used to promote wildlife and wetland protection in Huangpi District using mobile communication networks. Three large billboards dedicated to protecting birds have been set up in Houhu Wetland, Fuhe Wetland and Caohu Wetland. Through publicity activities, the reach of publicity has been extended to village groups, farmers and primary and secondary school students. The publicity has a wide range and remarkable effects.
(2) Strengthen the protection of wetland resources and promote wetland protection management and scientific utilization. Adhere to the principle of giving priority to protection and implement comprehensive protection of existing natural wetlands. In areas where conditions permit, we will speed up the construction of wetland nature reserves and bring more natural wetlands into the scope of protection as soon as possible. Combined with the construction of eco-tourism areas, nature protection communities and wetland parks should be established according to local conditions. More than 1 million yuan was raised, 600 square meters of new land was acquired, and the Caohu Wetland Protection Monitoring Station with an area of ??1,000 square meters was built, and office facilities and monitoring equipment were gradually installed. Actively apply for the construction of Mulan Lake Wetland Park to promote the rapid development of wetland eco-tourism.
(3) Efforts should be made to increase management and law enforcement and strengthen monitoring of terrestrial wildlife epidemic sources and diseases. We should promptly and severely crack down on illegal hunting, illegal operations, and transportation of wild animals and birds from the source, and investigate and deal with them strictly. Strengthen inspections of restaurants, farmers' markets, flower and bird markets, inspections of hunting activities in fields, and strictly examine and approve the application of wildlife business licenses. Four animal epidemic reporting points have been set up in the region, with dedicated personnel on duty to strengthen monitoring and report information in a timely manner to ensure the safety of terrestrial wildlife in our region. Last winter and this spring, dynamic and fixed-point monitoring of terrestrial wildlife epidemic diseases were carried out, and no terrestrial wild animal epidemic diseases were found.
(4) Actively carry out reserve declaration work for key wetland protection and restoration projects.
In accordance with the region's "Twelfth Five-Year Plan" key wetland protection and restoration project planning content, select 2 to 4 wetland protection and restoration projects, prepare project reserves, prepare feasibility study reports for the projects, and submit them to the provincial and municipal forestry departments for approval in a timely manner. According to the spirit of relevant documents, the application process for the Fuhe Wetland-level nature reserve (park) is ongoing, and we are striving to be included in the provincial-level wetland protection scope. The three established nature reserves at or above the provincial level, namely Sushan Temple Forest Park, Mulan Lake Bird Island, and Mulanshan Forest Farm, have all been included in the compensation scope for ecological public welfare forests at the provincial and municipal levels, except for the partial migration of birds on Mulan Lake Bird Island. In addition, the resource status of other protected areas has been effectively protected.
(5) Based on the existing Caohu Wetland, explore wetland construction and management models, and plan to include the southern section of Fuhe River, Beihu, Houhu, Shizi Lake, etc. in wetland protection during the "Twelfth Five-Year Plan" period , striving to create one national-level and two provincial-level wetland reserves.
