1. Safe and Civilized Construction Inspection and Evaluation System

1 In addition to regular safety inspections, construction enterprises and superior authorities should also conduct regular safety inspections. The "Safety Checklist" should be used during the inspection to give qualitative and quantitative evaluations of the inspected units and projects, and issue a safety inspection notice.

2 The competent authority of the group power company shall conduct safety inspections and evaluations of infrastructure at least twice a year.

3 Construction enterprises, general contractors, and project legal persons shall conduct safety inspections every quarter.

4 The Engineering Project Department shall conduct safety inspections at least once a quarter.

5 Professional construction sites conduct safety inspections once a month; the team implements a daily safety inspection system.

6 Safety inspections can be divided into general inspections, periodic inspections, professional inspections and seasonal inspections.

7 The main content of the safety inspection should be to inspect leadership, management, hidden dangers, and anti-accident measures. At the same time, environmental protection, environmental sanitation, living sanitation and civilized construction should also be included in the scope of inspection. .

8 For major hidden dangers discovered during the safety inspection, the "Safety Hazard Rectification Notice" should be filled out and sent to the leader of the inspected unit for signature, and rectification should be made within a time limit. For problems that cannot be rectified immediately for some reason, temporary measures should be taken, and a rectification plan should be formulated and submitted to superiors for approval and implemented in phases.

9 The company should regularly organize itself or invite superiors to organize expert groups to conduct "safety evaluations", conduct comprehensive and comprehensive diagnosis of the company's safe and civilized construction management according to the "safety evaluation form", and actively carry out "occupational safety evaluation". "Hygiene Management System" and "Environmental Management System" certification work.

3.2 Safe and civilized construction and environmental protection measures must be included in the design of professional construction organization. Through reasonable arrangement of processes, all work should be closely connected and three-dimensional crossing operations should be reduced. If necessary, isolation measures should be taken to prevent high-altitude In case of falling objects, civilized construction requirements must also be included in the construction work instructions and issued together with the construction tasks.

3.3 During construction, the construction roads must be kept smooth, road signs should be set up at important intersections, and equipment and materials should not be piled randomly on the roadside. Before cutting off the road due to project needs, permission from the competent department and supervisor must be obtained Agree and set up a cordon.

3.4 The equipment and materials required for construction must be based on the principle of “as shipped as needed”. It is strictly forbidden to stack all kinds of equipment and materials when they are transported into the construction site in a quantitative manner, especially the boiler room and each operating floor of the turbine room. When stacking is really necessary due to project needs, the approval of the competent department should be obtained, and the time should not be too long, usually 3 days.

3.5 Each construction work surface must be "cleaned up after the work is completed", and the remaining materials must be recovered in time or stacked neatly, so that there is no garbage in the trenches and the ground at the construction site, and the "five-headed waste" must be eliminated. ".

3.6 Set up no-smoking signs at the construction site to prohibit smoking on the move, let alone smoking while working.

3.7 The packaging and brackets of equipment and materials must be recycled in a timely manner based on the principle of "who dismantles and recycles". No one is allowed to pile them on the construction site for any reason.

3.8 The equipment and pipelines installed on site must have measures to prevent damage, corrosion and debris from falling into them. Important instruments should be removed for safekeeping, and both ends of the pipelines must be sealed. The installed equipment, meters, and pipelines must pay attention to the protection of the finished products. It is strictly prohibited to write graffiti, weld temporary components, cut, open holes, etc. at will. When drilling and welding are necessary, the consent of the competent technical personnel must be obtained.

3.9 When opening holes or digging trenches in civil structures, walls, floors, and hardened floors, the consent of the civil engineering or supervisor should be obtained before construction.

3.10 The welding machines must be uniformly loaded into the container and arranged uniformly at the welding site. The welding wires must be laid along the columns and beams, and quick connectors must be installed in layers. It is strictly forbidden to pull the welding wires and oxyacetylene randomly. Please take them back immediately after completion and do not discard them randomly.

3.11 During night construction, sufficient lighting must be installed in the operation area, factory roads and assembly sites. Temporary power cords must be arranged safely and reasonably, and random pulling is strictly prohibited. Construction electricity is managed uniformly by the electrical construction site and inspected and maintained by certified electricians.

3.12 Scaffolding for construction must be erected and dismantled specifically by scaffolders, and the scaffolding must comply with safety regulations. It will be listed for use after passing the inspection. After the shelves are dismantled, they must be recycled promptly and sorted and stacked neatly.

3.13 There must be safe and reliable temporary railings and covers at on-site trenches, holes, platforms, and escalators, with obvious signs. No one is allowed to remove them without authorization.

3.14 Large machinery must be inspected, maintained and repaired regularly, and the safety protection devices must be complete and reliable. It is strictly prohibited to drive a sick vehicle or operate it without a license. Overload operation is strictly prohibited.

3.15 Materials required for on-site insulation operations must be transported on the same day as they are used, and must be transported into the main factory and stacked neatly. During construction, a safety net and colored strips must be laid at the bottom to cover the insulation waste. They must not be scattered elsewhere, and must be recovered in time and transported to the designated location
