Measures for the Administration of Urban Bridges in Changchun (revised in 2020)

Article 1 In order to strengthen the management of urban bridges, ensure the integrity, safety and smoothness of urban bridges, and give full play to the functions of urban bridges, these Measures are formulated in accordance with the relevant provisions of the Regulations of the State Council Municipality on the Administration of Urban Roads and the Regulations of Changchun Municipality on the Administration of Municipal Facilities, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the maintenance, repair, inspection, evaluation and management of urban bridges (including ancillary facilities) within the urban area of this Municipality.

The measures referred to in urban bridges refer to bridges connecting or crossing urban roads for vehicles and pedestrians, including overpasses, viaducts, footbridges, culverts, tunnels and other buildings, as well as deck drainage facilities, bridge protection facilities, bridge nameplates, load-limiting plates, retaining walls, slope protection, sound barriers, bridge lighting facilities, control structures, bridge end transition slab and bridge overload monitoring facilities. Third municipal facilities department is responsible for the management of urban bridges.

Municipal facilities management institutions are entrusted by the competent department of municipal facilities, and are specifically responsible for the daily management of urban bridges.

City planning and natural resources, public security, transportation, water affairs, urban management, forestry and gardens and other relevant departments shall, in accordance with their respective responsibilities, do a good job in the management of urban bridges according to law. Article 4 The management of urban bridges shall adhere to the principles of safety first, prevention first and equal attention to management and maintenance. Article 5 After the completion of urban bridges, the construction unit shall timely organize the completion acceptance. Without acceptance or unqualified acceptance, it shall not be delivered for use.

When the urban bridge is delivered for use, the construction unit shall hand over relevant information to the municipal facilities management institution, and set up traffic safety facilities such as road traffic signs and markings in accordance with the requirements of the municipal public security traffic management department. Sixth city bridge quality warranty system. The warranty period is one year from the date of delivery. In case of quality problems during the warranty period, the construction unit shall be responsible for the warranty.

Within the design service life of the main structure of urban bridges, the construction unit shall bear the quality responsibility. Seventh municipal facilities management institutions shall regularly organize the general survey of urban bridges, prepare the annual plan of urban bridge maintenance, and establish and improve the archives of urban bridge maintenance. Eighth government investment in the construction of urban bridges, municipal facilities management agencies responsible for maintenance and repair; Urban bridges invested and built by other investors shall be maintained and repaired by property owners or investors within the prescribed time limit. Ninth municipal facilities management agencies can adopt the way of bidding or direct entrustment to determine the maintenance units of urban bridges. Urban bridge maintenance units shall have professional and technical personnel and maintenance teams suitable for the scale of maintenance, equipped with special maintenance vehicles and mechanical equipment, and carry out inspection and maintenance of urban bridges in accordance with the annual maintenance plan and relevant technical standards and norms.

Municipal facilities management institutions should strengthen the quality supervision and inspection of maintenance projects to ensure the integrity of urban bridges. Tenth municipal facilities management institutions shall establish and improve the information management files, and timely incorporate the maintenance, repair operations and inspection records into the information management system. Eleventh urban bridge maintenance work should take safety protection measures, set up necessary traffic safety facilities and safety warning signs to ensure the safety of pedestrians and vehicles.

Unified signs shall be used for special maintenance vehicles of urban bridges. In emergency repair, under the premise of ensuring safety, it is not limited by the driving route and direction. Twelfth vehicles passing through urban bridges should be in accordance with the provisions of the bridge tonnage limit and traffic height signs set by the municipal facilities management agencies.

Due to special circumstances, vehicles whose total cargo exceeds the tonnage limit of urban bridges need to pass on urban bridges, and they shall apply to the competent department of municipal facilities before passing. After receiving the application, the competent department of municipal facilities shall organize a safety assessment, and after taking effective protective measures for urban bridges according to the assessment requirements, approve their vehicles to pass. The cost of safety assessment and reinforcement facilities shall be borne by the vehicle owner or user. After approval, safety protection measures shall be taken according to regulations, and traffic shall be conducted at the specified time and route under the supervision of management personnel. (3) digging sand and taking soil, carrying out construction operations, stacking materials, using naked flames, installing facilities or conducting business activities without authorization;

(4) Setting up, hanging and posting advertisements and slogans without authorization;

(five) the construction of buildings and structures that affect the function and safety of urban bridges;

(six) tracked vehicles, iron wheeled vehicles, vehicles with a total weight exceeding the tonnage and height of urban bridges pass through urban bridges without authorization;

(seven) parking, cleaning, practicing and repairing motor vehicles on urban bridges;

(8) Erecting gas pipelines, high-voltage wires above 10 kV and other flammable and explosive pipelines on urban bridges;

(9) Dumping garbage and wastes;

(ten) other acts of occupation and damage to urban bridges.

The management scope and safety area of urban bridges refer to other land within the red line of urban bridge planning and the space below urban bridges, as well as areas within a certain range on both sides of the vertical projection plane of the main body and approach bridge of urban bridges: 50m in front, back, left and right, 50m in upstream and downstream of urban bridges; Bridges in special cities can be designated in conjunction with the planning and natural resources departments according to the actual situation.
