Article 4 The classification management of domestic waste follows the principles of government leadership, market operation, urban and rural coordination, adapting measures to local conditions, national participation, and independent governance and shared benefits. Article 5 The Municipal People's Government shall uniformly lead the management of domestic waste classification, incorporate it into the national economic and social development plan, establish corresponding capital investment and guarantee mechanisms, coordinate and resolve major issues, and promote the industrial development of domestic waste collection, transportation, and processing. , improve the utilization rate and harmless treatment rate of domestic waste.

The District People's Government and the Park Management Committee are responsible for the classification and management of domestic waste in the jurisdiction, ensuring the staffing and capital investment for domestic waste classification, and implementing the domestic waste classification management goals issued by the Municipal People's Government.

The town people's government, sub-district offices and communities authorized by the district people's government are responsible for the daily management of domestic waste classification in the jurisdiction, and guide and mobilize units and individuals within the jurisdiction to participate in domestic waste classification. Article 6 The municipal administrative department of urban management is the department in charge of the classification and management of domestic waste in this city (hereinafter referred to as the municipal competent department). The development and reform, finance, planning and construction, environmental protection, real estate, commerce, education, transportation, gardening, tourism and other departments shall do a good job in the work related to the classification of domestic waste in accordance with their respective responsibilities and the provisions of these Measures. Article 7 The municipal and district people's governments and the park management committee shall adopt various methods to popularize the knowledge of domestic waste classification to the public, establish a demonstration education base for domestic waste classification, carry out professional knowledge and skills training on garbage classification and collection, organize, coordinate and guide relevant Departments and units carry out domestic waste classification publicity work.

This city’s newspapers, radio, television, and the Internet should strengthen publicity on domestic waste classification, popularize domestic waste classification knowledge in a timely manner, and enhance the public’s awareness of domestic waste classification. Article 8 The municipal and district people's governments shall establish a working mechanism for source reduction of domestic waste covering production, circulation, consumption and other fields, formulate incentive measures, implement preferential tax policies for domestic waste disposal, and guide and encourage units and individuals to participate in the classification and classification of domestic waste. Article 10: Encourage and support scientific and technological innovation in domestic waste treatment, promote the research, development, transformation and application of advanced technologies and processes for domestic waste treatment, and improve the scientific and technological level of domestic waste reuse and resource utilization.

Chapter 2 Planning and Construction Article 11 The municipal competent department shall, in conjunction with the municipal development and reform, planning and construction departments, organize the preparation of a special plan for the classification of domestic waste in this city, and submit it to the Municipal People's Government for approval before implementation.
