On May 6, 201July, the leaders of our bureau, in combination with local conditions, organized and issued the "Notice on the Work Plan for the Investigation and Remediation of Environmental Problems in Sewage Receiving Pits and Ponds in Zherong County" (hereinafter referred to as the "Notice"), requiring all towns and villages to further implement the division of responsibilities based on the grid management of county environmental protection and in accordance with the principles of "territorial management, graded responsibility, comprehensive coverage and responsibility to people".

According to the notification requirements of the Municipal Environmental Protection Bureau, our bureau attaches great importance to it, formulates the work plan in time, clarifies the work requirements, gives full play to the role of grids at all levels, and immediately organizes a comprehensive investigation of possible environmental violations in sewage pits and ponds and the discharge of pollutants into pits and ponds. Especially in the urban-rural fringe and remote areas, intensify investigation. In combination with daily law enforcement inspections and public complaints and reports, our bureau makes full use of various means to conduct key inspections on the operation of enterprise pollution control facilities, the discharge of pollutants up to standard, and the whereabouts of pollutants. Comprehensive application of the "Environmental Protection Law" and its supporting measures, once found, seriously investigate and deal with environmental violations such as concealed pipes, illegal discharge, leakage of discharge, and excessive discharge; Those suspected of committing crimes shall be transferred to public security organs according to law. For those who fail to perform their duties seriously, slack off the rectification work, fail to report the situation on time, and fail to complete the rectification task within the time limit, the county environmental protection bureau will investigate the responsibilities of relevant departments and personnel in accordance with relevant regulations.
Fourth, the shortcomings and the next phase of deployment.
In this investigation, due to tight tasks, few clues and insufficient environmental law enforcement personnel, environmental law enforcement forces cannot always sink the county's jurisdiction. It is still necessary to combine the clues found by grid inspectors, mass reports and daily law enforcement inspections to rectify the environmental problems of pollution pits. In the next step, our bureau will conduct on-site supervision on the progress of rectification and investigation in towns and villages according to the notification requirements, give full play to the role of the law enforcement supervision team, and ensure that the rectification work is in place.
According to the Notice of the General Office of the Ministry of Environmental Protection on the Investigation and Remediation of Environmental Problems in Receiving Sewage Pits and Ponds and the specific requirements of Shandong and Qingdao, jiaozhou city Environmental Protection Bureau responded quickly and carried out a special investigation of environmental problems in receiving sewage pits and ponds throughout the city.
Through multi-level linkage, the scope of investigation is ensured to be gridded. After receiving the notice from Qingdao Environmental Protection Bureau, our bureau quickly determined the specific person in charge of the investigation work, and issued a notice to the town offices, refining the investigation responsibilities according to the jurisdiction of the town offices, building an investigation grid, focusing on the investigation of wastewater that is or has been discharged, dumped, transported and stored with toxic pollutants, pits and ponds that have exceeded the standard after monitoring, natural or artificial, closed or semi-closed pits, pools, ponds, wells and ditches with stagnant water and no leakage prevention measures.
Promote accountability for findings through cascading reports. The investigation of each town office needs to be reported to our bureau in writing through Jin Hong. Our bureau will report to Qingdao Municipal Bureau in writing after summarizing. Through the step-by-step written report, the investigation responsibility is implemented, which effectively avoids the phenomenon of concealment, omission and false reporting.
By strictly controlling the nodes, the timeliness of the investigation work is ensured. When the notice was issued, a clear time node was set. For towns that have not reported in writing beyond the node, there will be a special person responsible for supervising the report. After the survey results are summarized, they will be reported to the higher authorities in strict accordance with the time node. Through the above measures, the timeliness of the investigation was ensured.
