Scope of responsibilities of the Emergency Management Bureau

The fire brigade is under the control of the emergency bureau.

The main function of the Emergency Management Bureau is to strengthen, optimize and co-ordinate the construction of the city's emergency capacity, and build a unified leadership, consistent powers and responsibilities, authoritative and efficient emergency capacity system in the city; Promote the formation of a unified command, professional and formal, responsive, up-and-down linkage, peacetime and wartime emergency management system. At the same time, the emergency management bureau also organizes and guides fire control work, fire supervision, fire prevention and fire fighting.

The Fire Safety Department of the Emergency Management Department is responsible for organizing and guiding the comprehensive fire rescue work in urban and rural areas, and directing and dispatching related disaster rescue operations. Participate in the drafting of fire laws, regulations and rules, formulate fire technical standards and supervise their implementation; Organize and guide fire protection, fire supervision and law enforcement and fire accident investigation and handling related work, and exercise the comprehensive supervision function of fire safety according to law. Responsible for the preparation of comprehensive fire rescue plans and tactical research of fire rescue teams, and organize and guide the preparation, training and drills for duty.

Regulations of People's Republic of China (PRC) Municipality on Fire Fighting and Rescue

Article 2 The national comprehensive fire rescue team shall implement the title system of fire rescue.

The title of fire rescue is awarded to the on-the-job personnel of the comprehensive fire rescue team which is incorporated into the national administrative establishment and under the unified leadership and management of the emergency management department of the State Council. ?
