What should the petition work adhere to?

According to Article 5 of the Regulations on Letters and Visits, letters and visits shall follow the following principles:

(1) Adhere to the overall leadership of the Party. Implement the party's leadership in all aspects and the whole process of letters and visits to ensure the correct political direction.

(2) Adhere to the people-oriented principle. Practice the party's mass line, listen to the voices of the masses, care about their sufferings, and do everything possible to solve problems for them.

(3) Adhere to the responsibility of letters and visits. Party and government have the same responsibility, one post and two responsibilities, territorial management, hierarchical responsibility, and whoever is in charge is responsible.

(4) Insist on solving problems according to laws and policies. Bring letters and visits into the legal track, safeguard the rights and interests of the masses according to law, and standardize the order of letters and visits.

(5) Insist on source governance to resolve contradictions. Take multiple measures at the same time, comprehensively implement policies, pay attention to source prevention and front-end resolution, and resolve contradictions and disputes that may lead to letters and visits at the grassroots level and in the bud.
