Article 3 The city appearance and environmental sanitation administrative department of the Municipal People's Government is responsible for the city's city appearance and environmental sanitation management.

The city appearance and environmental sanitation administrative department of the county (city, district) people's government is responsible for the management of city appearance and environmental sanitation within its own administrative region.

Town (township) people’s governments and sub-district offices are responsible for the management of city appearance and environmental sanitation within their respective jurisdictions.

Relevant government departments shall do a good job in city appearance and environmental sanitation management in accordance with their respective responsibilities. Article 4 People's governments at all levels shall incorporate city appearance and environmental sanitation into national economic and social development plans and urban overall plans. Article 5: The funds required for city appearance management and environmental sanitation shall be arranged by the people's governments at all levels based on economic development.

The government should support and encourage units and individuals to invest in city appearance and environmental sanitation service industries, and gradually implement paid environmental sanitation services. Article 6 People's governments at all levels shall strengthen scientific research on city appearance and environmental sanitation, promote advanced technologies, and improve urban appearance and environmental sanitation levels. Article 8 All units and individuals shall respect the work of environmental sanitation staff and consciously maintain city appearance and environmental sanitation. Article 9 When performing official duties, staff of the city appearance and environmental sanitation administrative department and the units entrusted by law shall produce their certificates and enforce the law in a civilized manner. Personnel engaged in city appearance and environmental sanitation work should abide by professional ethics and operating standards and work in a civilized manner. Article 10 The government shall commend and reward units and individuals that have made outstanding contributions to city appearance and environmental sanitation work. Chapter 2 City Appearance Management Article 11 Buildings, structures and facilities in the city shall comply with the urban appearance standards stipulated by the state; if they do not meet the standards, they shall be renovated and repaired in a timely manner. Article 12: Objects that may be unsightly shall not be stacked or hung on the roofs, balconies, windows and exterior corridors of buildings on both sides of the main streets designated by the government. Enclosing balconies, installing protective nets or building other ancillary facilities must comply with the regulations of the city appearance and environmental sanitation administrative department. Article 13: Eaves boards and sunshades (awnings) installed on buildings along the street must be kept clean and beautiful, and damaged ones must be repaired or replaced in a timely manner. Article 14: The garbage and sewage discharge outlets of buildings facing the street, as well as units and residents’ courtyards shall not face the road. Article 15 Advertisements, placards, signs, plaques, galleries, showcases, lighting, etc. installed on the street must comply with urban appearance standards and undergo approval procedures in accordance with relevant regulations; if they do not meet the standards or the content is outdated, they must be repaired and repaired in a timely manner. Replace or remove. Article 16: Hanging promotional banners, etc. on buildings, structures, and facilities must be approved by the administrative department for city appearance and environmental sanitation. Article 17: No unit or individual may scribble, engrave or post small advertisements and other publicity materials on buildings, structures, facilities and trees. Article 18 Trees, hedges, flower beds, lawns, etc. must be kept clean and beautiful; any waste such as branches, leaves, dirt, etc. generated during maintenance operations must be cleaned up on the same day by the operator. Article 19: The property rights unit is responsible for keeping manhole covers and ditch covers installed on urban roads in good condition and in the correct position. The sludge cleared from rainwater pipes and sewage pipes must be removed and transported on the same day. Article 20 No unit or individual is allowed to pile materials or build buildings, structures or other facilities on both sides of streets or public spaces. If stacking or setting up due to special needs such as construction, the consent of the city appearance and environmental sanitation administrative department must be obtained. Article 21: Street-front construction must be fenced; garbage at the construction site must be cleared away in time; construction vehicles must not bring dirt onto the road to pollute the road. Article 22: The establishment of business stalls on both sides of urban roads and public spaces shall be subject to unified planning by the municipal and county (city) city appearance and environmental sanitation administrative departments.

No unit or individual may occupy both sides of the road or public spaces to engage in business activities without going through the approval procedures in accordance with relevant regulations. Article 23 Morning and night markets are not allowed to be opened on both sides of main streets and squares in cities.

The specific streets, locations and times where morning and night markets are allowed to be opened shall be announced by the municipal, county (city) people's governments.

The market management unit is responsible for the environmental sanitation work during the morning and night market operations and cleans up within one hour after the market closes. Article 24 Motor vehicles operating within urban planning areas must keep their bodies clean and tidy. If there are obvious stains on the car body, or there is a lot of sediment on the bottom of the car or wheels, which affects environmental sanitation and city appearance, it must be cleaned. Article 25 It is prohibited to occupy roads or public spaces to engage in motor vehicle maintenance, decoration and cleaning business. Chapter 3 Environmental Sanitation Management Article 26 Environmental sanitation cleaning and cleaning should meet the standards stipulated by the state, province and city. Article 27 Environmental sanitation and cleaning are responsible for the following division of labor:

(1) Roads, bridges, squares and public toilets are the responsibility of professional environmental sanitation units;

( 2) All types of development zones, scenic tourist areas, cultural, sports and entertainment venues, public green spaces, rivers, parks, airports, stations, parking lots, and markets are the responsibility of the operating or management units;

(4) The construction site of the construction project shall be the responsibility of the construction unit;

(8) The stall operator is responsible within three meters around the stall;
