Chapter I General Provisions Article 1 In order to strengthen the administration of city appearance and environmental sanitation and create a clean, beautiful and civilized living and working environment in the city, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban planning area of this Municipality and the areas designated and announced by the people's governments at or above the county level for the implementation of urban management. Article 3 The management of city appearance and environmental sanitation shall follow the principles of people-oriented, government-led, territorial management and public participation. Article 4 People's governments at or above the county level (including Pingxiang Economic and Technological Development Zone and Pingxiang Wugong Mountain Scenic Area, the same below) shall perform the following duties of city appearance and environmental sanitation management:

(a) the city appearance and environmental sanitation into the national economic and social development planning;

(two) to organize the preparation of special plans for city appearance and environmental sanitation;

(three) the city appearance and environmental sanitation management funds included in the fiscal budget at the corresponding level, to ensure the investment in related infrastructure construction;

(four) the city appearance and environmental sanitation management work into the digital city management platform;

(nine) commend or reward the units and individuals that have made remarkable achievements in the work of city appearance and environmental sanitation. Article 5 The competent department of city appearance and environmental sanitation of the people's government at or above the county level shall be responsible for the supervision and management of city appearance and environmental sanitation in this area.

The relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the management of city appearance and environmental sanitation.

Street offices and township (town) people's governments are responsible for the daily work of city appearance and environmental sanitation within their respective jurisdictions. Article 15 The competent department of city appearance and environmental sanitation of the people's government at or above the county level and the sub-district offices and township (town) people's governments shall, in accordance with the relevant provisions, reasonably set up and publish the business premises and business hours of morning markets, night markets, stalls, bazaars and self-produced and self-sold agricultural and sideline products within their respective jurisdictions.

Operators shall operate in an orderly manner according to the prescribed area and time, keep the site clean and tidy, and shall not obstruct traffic or affect fire safety, and shall not occupy or destroy urban public facilities.
