It means: Cao Zhi's eldest brother wants to seize power and usurp the throne, but his father is ill at this time and cannot preside over the affairs, and Cao Pi, as the eldest brother, should take his place. Father. But once his father passed away, and his father doted on Cao Zhi, the eldest brother was afraid that his throne would be taken away by his younger brother, so he wanted to find an opportunity to get rid of this obstacle. It happened that one day all the ministers were discussing matters, and Cao Pi wanted to make Cao Zhi embarrassed in front of the ministers so as to get rid of him. So he said to Cao Zhi: I heard that my younger brother was named a talented man by everyone, so I will also give you a question, ordering you to compose a poem within seven steps. If you can't compose it, don't blame me for doing it. The eldest brother's disregard for brotherhood (meaning to kill him). "Cao Zhi was very angry at the time, and when he reached the seventh step, Cao Pi thought he could not finish it. Before he could speak, Cao Zhi read out the poem, so it was the poem above.
