Chapter 1 General Provisions Article 1 In order to regulate outdoor advertising and signboard setting behaviors and rationally utilize urban space resources, in accordance with the "Advertising Law of the People's Republic of China" and "Urban City Appearance and Environmental Sanitation Management Regulations" These measures are formulated in accordance with the provisions of laws and regulations such as the "Regulations on Comprehensive Urban Management of Hunan Province" and in combination with the actual situation of this city. Article 2 These Measures shall apply to the installation and management of outdoor advertisements and signboards within the administrative region of this city. Article 3 The outdoor advertising settings mentioned in these Measures include the following situations:
(1) Using outdoor venues, buildings (structures), and municipal facilities to set up display boards, neon lights, luminous fonts, electronic displays, Electronic flap devices, light boxes, advertising columns, bulletin boards, physical models and other advertising facilities;
(2) Using buildings (structures), car bodies, floating objects on the water, lifting equipment, inflatables Drawing, posting, hanging, projecting and displaying advertisements on objects, pavilions, construction site walls (barriers), models, etc.;
(3) Other situations where outdoor advertisements are set up.
The term "signboard setting" as mentioned in these Measures refers to the setting up of buildings (structures) on business (office) sites and their ancillary facilities or sites within the scope of legal land to indicate names, trade names, and trade names. of signs, signs, light boxes, neon lights, font symbols, etc. Article 4 The installation of outdoor advertisements and signboards shall follow the principles of unified planning, reasonable layout, safety regulations, coordination and beauty, and legal installation. Chapter 2 Management of Outdoor Advertising Settings Article 7 Municipal and county (city) urban management administrative departments are responsible for formulating outdoor advertising setting plans and outdoor advertising technical specifications for urban planning areas at the same level, and shall submit them to the people's government at the same level for approval before promulgating and implementing them.
The outdoor advertising installation plan that has been approved and implemented must not be changed at will; if adjustments are really needed, they must be submitted for approval according to the original approval procedures. Article 8 Outdoor advertising setup planning and outdoor advertising technical specifications shall include the following contents:

When preparing an outdoor advertising installation plan, a certain proportion of public service advertising space facilities should be planned. Article 9 The preparation of outdoor advertising installation plans shall be made public to the public, and opinions from relevant departments, industry organizations, experts and the public shall be solicited through hearings, demonstration meetings or other means. Article 10 Outdoor advertisements shall not be set up under any of the following circumstances:
(1) Using traffic safety facilities and traffic signs;

Article 11 The establishment of outdoor advertisements shall be subject to examination and approval procedures in accordance with the law. Outdoor advertising is not allowed without approval. Article 12 When using public resources to operate outdoor advertising business, the public resource management unit shall determine the advertising business unit through bidding, auction, etc. Specific measures will be formulated separately by the Municipal People's Government. Article 13: The urban management administrative department shall announce to the public the approval procedures, acceptance conditions and handling standards for outdoor advertising, and make public the progress of the handling. Article 14 To apply for the installation of outdoor advertisements, the following materials shall be submitted to the urban management administrative department:
(1) Application form for outdoor advertisement installation;
(2) Location map of the installation and panoramic color renderings;
(3) Documents proving the ownership and use rights of the venues and buildings (structures) where outdoor advertising is set up;
(4) Laws, regulations, Other materials specified by regulations.
When setting up outdoor advertisements, if laws and regulations stipulate that consent from relevant departments must be obtained, certificates from relevant departments must also be submitted, except where it can be resolved through existing licenses, written commitments, online verification, etc. Article 15 If it is necessary to set up temporary outdoor advertisements to hold large-scale cultural, tourism, sports, public welfare activities or various exhibitions, trade fairs, etc., the organizer shall apply to the urban management administrative department for approval ten days before the event. (2) Written description of the form and scope of temporary outdoor advertising installation;
