2. Basic objectives and tasks

(1) The quality of urban environment should reach a high level. (4) Strengthen project support as the main focus. Implement tasks into projects and assign responsibilities to cadres. Each city must build a number of major projects and implement a project promotion mechanism of "leadership + command + financing platform". Each city must establish a major project command team under the leadership of a leader to implement the project. Responsible for the entire process of investment and financing, bidding, engineering construction, and project integrity.

(5) Improve system standards. Vigorously promote scientific and democratic decision-making, and establish a system for program demonstration, hearings, publicity, and announcement of major matters. Strengthen the construction of systems and standardization, establish an institutional system covering all provinces, cities and counties, supporting local laws and regulations, government regulations, normative documents, local standards and technical guidelines, and strive to build a long-term mechanism. To carry out benchmarking activities, each city must identify an advanced domestic city as a catch-up target and formulate a standard system that is in line with advanced cities.

(6) Organize evaluation and assessment. The provincial party committee and the provincial government conduct special evaluations of key tasks in each district and city; organize an assessment every year, and conduct a summary evaluation in the third year. Incorporate assessment results into cadre performance appraisals and commend and reward groups and individuals who have made outstanding contributions. Formulate the "Three-Year Basic Objectives and Tasks Indicator System for Urban Construction" as the basis for evaluation and assessment. Each district and city must also establish an evaluation and assessment mechanism for counties (cities).

(7) Provide good county (city) guidance. Each city must follow the principle of focusing on both ends and leading the whole, strengthen work guidance, supervision and inspection of the counties (cities) it belongs to, and promote the development of county construction in the direction of outstanding characteristics, good facilities and beautiful environment. County-level cities and county towns with superior basic conditions must play a leading role and move towards high-standard medium-sized cities. Other counties and cities must adapt to local conditions, do their best, and strive to build high-standard small cities.
