(2) Proof of ownership and use rights of the venues, buildings (structures), facilities and other carriers used for setting up outdoor advertising;

(4) Other materials stipulated in laws, regulations and rules.

The county (district) urban management comprehensive law enforcement department shall make a decision to approve or disallow the establishment in accordance with the law within fifteen working days from the date of accepting the application.
