What is the difference between the Corps civil servants at the division and city level and the regiment and field level?

In the Xinjiang Construction Corps, a subordinate division is a city, and the division headquarters is the city center; the regiment headquarters is a model of the township center.

This special system of the Corps is top-down.

The organization from the corps headquarters to the division (city) established the next level system. The regiment field at the next level of the division was originally a county-level organization. In the later period, after the Corps proposed to increase the pace of urbanization, on the premise of accelerating the establishment of a city where the division headquarters was located, the regiment field also accelerated the pace of establishing a town. Since the earliest Eighth Division Shihezi Beiquan Town began to implement unified management with the Shihezi General Field, in recent years, new emerging towns of various divisions (cities) have sprung up one after another in the regiment fields of northern and southern Xinjiang. Especially after the Corps proposed the strategy of developing southward, the First Division Alar City alone established nine emerging regiments (towns) in 2019, including Xinjingzi Town, Ganquan Town, Huaqiao Town, and Xingfu Town. Like the divisions (cities), these towns that exist with the corps regiments basically adopt the management model of two teams and one set of people.
