1. General requirements
The scope of application of this notice is the epidemic prevention and control and safety production management at the construction site of the newly started and resumed construction of housing construction and municipal infrastructure projects in our city, and the headquarters operation and office management of all construction enterprises are implemented in accordance with the relevant requirements of the Nanning enterprise resumption declaration platform of the Municipal Bureau of Human Resources and Social Security.
the housing and construction bureaus of counties, urban areas and development zones shall, jointly with the health and epidemic prevention departments in their respective jurisdictions, guide the construction projects that have resumed work to do a good job in epidemic prevention and control. All enterprises participating in the construction project should earnestly implement the main responsibility of the enterprise, strictly implement various measures for the prevention and control of epidemic situation on the construction site, scientifically formulate the plan for returning to work in combination with the actual situation of the project, and resume work in a safe and orderly manner.

From now on, all enterprises participating in the construction project in our city can actively, steadily, safely and orderly resume work in combination with the actual situation of the project, provided that all epidemic prevention and control measures and safety production management are put in place at the construction site.
(II) Work Requirements
The enterprise commitment system is implemented for the construction projects in our city to resume work, and the enterprise promises to resume work. All construction project contractors should strictly fulfill the main responsibility of construction site management. Before resuming work, the project department should organize epidemic prevention and control measures and self-inspection of safety production management, and actively, steadily, safely and orderly resume work in combination with the actual situation of the project.
1. Project self-inspection. Each construction project department shall set up a self-inspection team composed of project leaders of construction, construction and supervision units to conduct a comprehensive self-inspection of epidemic prevention and control before the resumption of work in accordance with the requirements of resumption of work, and do a good job in safety inspection of power supply, water supply, air conditioning facilities, electrical circuits and storage of hazardous chemicals. 2. Notice of returning to work. After all enterprises involved in construction projects submit the "Three Ones" information through the "Guangxi Construction Migrant Workers Real-name Management Service Platform"-"Epidemic Prevention and Control" module, the system will automatically feed back the Notice of Construction Project Resumption during Epidemic Prevention and Control to the applicant enterprises (Annex 5). After receiving the Notice of Resumption of Construction Project during Epidemic Prevention and Control, all construction enterprises participating in the construction project should dock with the supervision institution of this project in time, so as to do a good job in supervision and service of resumption of work.
III. Strengthening the management of epidemic prevention and control on the construction site
(I) Organization and management of enterprises
All enterprises participating in construction projects should establish a leading organization for epidemic prevention and control led by the main person in charge of the enterprise, and set up a return-to-work inspection team to inspect the implementation of epidemic prevention and control measures on the construction site.

1. All participating enterprises should take strengthening the real-name management of employment as an important measure for epidemic prevention and control, adopt the most stringent working measures, conduct comprehensive investigation and strict supervision, and ensure full coverage of real-name management of employment in projects under construction. All construction sites should strictly use the real-name management service platform of Guangxi construction migrant workers ("Guijiantong" platform) to establish the real-name registration system account for the employment of this project, and the personnel entering the site should be registered daily, and one person should be set up to ensure that the signing rate of the labor contract for the project personnel under construction is 1%; The collection and storage rate of personal identity information of employees before taking up their posts is 1%; The recording rate of information such as labor attendance and salary settlement of employees on the construction site is 1%; The real-time uploading rate of real-name management information of employment in this area is 1%.
2. Carry out temperature tests for all employees at least twice a day (before and after work) and record them. 3. The construction site personnel should do a good job in the investigation and management of the construction site personnel according to the technical guidance of the municipal disease control department on personnel management. If they find that their body temperature is unqualified or other suspected epidemic symptoms, they should promptly notify the local community and the disease control department and dispose of them according to the epidemic disposal procedures.
(III) Management of the construction site
1. During the epidemic control period, the construction site of each construction project is under closed management. If there are multiple entrances and exits, only one entrance should be opened as far as possible. Set up a 24-hour health check-up point at the entrance and exit, equipped with temperature detection facilities such as temperature guns, and carry out temperature detection on all the people entering the venue every day to verify the key information such as the ID number and mobile phone number of the people entering the venue. For workers who do not live in the living quarters, the on-site person in charge of the subcontracting unit to which the personnel belong shall distribute materials that meet the requirements of epidemic prevention and disinfection to the workers, and the workers shall disinfect the rented houses twice a day, and the implementation of disinfection work shall be recorded by the on-site person in charge.
5. canteens, toilets, toilet facilities, shower rooms, boiling rooms, closed garbage bins and abandoned epidemic prevention articles should be set up in the living quarters of each project site to ensure that the closed life is not affected. Strict implementation of food procurement, processing, storage and other health standards, not illegal slaughter, disposal of poultry and wild animals, and effectively protect food safety. If the circumstances are serious, criminal responsibility shall be investigated according to law:
1. If there are serious defects in the epidemic prevention and control measures at the construction site, they will resume work without authorization;
2. ineffective rectification of epidemic prevention and control measures;

4. Slow action, ineffective measures or other causes of the occurrence and spread of the epidemic.
