Chapter 1 General Provisions Article 1 In order to strengthen the protection and inheritance of red resources, promote red culture, continue the red blood, carry out patriotism and revolutionary tradition education, cultivate and practice socialist core values, in accordance with relevant laws , regulations, and based on the actual situation of this city, these regulations are formulated. Article 2 These Regulations shall apply to the investigation and identification, protection and management, inheritance and utilization of red resources and other related activities within the administrative region of this city.

If laws and regulations have provisions on the protection and inheritance of red resources, these provisions shall be followed. Article 3 The term “red resources” as mentioned in these Regulations refers to the activities under the leadership of the Communist Party of China during the period of the new democratic revolution, the period of socialist revolution and construction, the period of reform and opening up and socialist modernization, and the new era of socialism with Chinese characteristics. The following material and spiritual resources formed with commemorative, educational and historical value:

(1) Sites, old sites, memorial facilities or places, etc.;

(3) Other representative resources. Article 4 The protection and inheritance of red resources should follow the principles of respecting historical facts, inheritance and promotion, classification and identification, and territorial management, implement the policy of giving priority to protection, rescue first, rational utilization, and strengthening management, and effectively maintain the unique historical environment of red resources. style and maintain its historical authenticity, resource integrity and cultural continuity to the greatest extent. Article 5 The municipal and county (district) people’s governments shall strengthen the leadership of the protection and inheritance of red resources, incorporate the protection and inheritance of red resources into the national economic and social development planning, land and space planning, and rural revitalization planning, and establish and improve the protection and inheritance of red resources that are compatible with economic and social development. The municipal and county (district) retired military affairs administrative departments are responsible for the protection and utilization of martyrs’ memorial facilities and historical materials in red resources and the praise of martyrs.

City, county (district) education administrative departments are responsible for supervising and guiding schools to carry out work related to the protection and inheritance of red resources. Article 7 Municipal, county (district) cultural relics, development and reform, finance, public security, agriculture and rural, housing and urban-rural construction, natural resources, ecological environment, emergency management, civil affairs, archives and other departments shall, in accordance with their respective responsibilities, provide red resources Work related to protecting heritage.
