Article 1: In order to strengthen the management of urban outdoor advertising and plaque installation and build a modern city with clean city appearance, beautiful environment, civilization and harmony, these Measures are formulated in accordance with relevant laws and regulations and in combination with the actual situation of this city. Article 2: All units or individuals that set up outdoor advertisements or plaques within the urban planning areas of this city must abide by these measures. Article 3 The urban outdoor advertisements and plaques referred to in these Measures refer to:
(1) Neon lights, light boxes, electronics installed in buildings (structures), municipal public facilities, and public places Display screens, billboards, physical advertising models, various publicity boards (columns), slogans, colorful flags, banners, rainbow doors, etc.;
(2) Use of airborne objects, floating objects, vehicles, etc. Advertisements set up and printed advertisements distributed;
(3) Plaques representing name signs set up on buildings (structures) under construction. Article 4 The Municipal Government’s Advertising Management Office is responsible for the management of the installation of outdoor advertisements and plaques, and the municipal urban management administrative law enforcement department is responsible for investigating and punishing the illegal installation of outdoor advertisements and plaques.
Planning, land and resources, industry and commerce, public security, transportation, water conservancy, municipal public utilities and other departments shall assist in the management of outdoor advertisements and plaques in accordance with their respective responsibilities. Article 5 The Municipal Government’s Advertising Management Office shall, in accordance with the city’s overall plan and actual conditions, prepare plans for the installation of outdoor advertisements and plaques, and organize their implementation. Article 6 The outdoor advertising design plan shall be determined through bidding; the location for outdoor advertising shall be determined through auction. The specific measures shall be formulated and organized and implemented by the Municipal Government's Advertising Management Office. Article 7 The installation of outdoor advertisements and plaques shall comply with the following provisions:
(1) When setting up outdoor advertisements and plaques on main streets, squares, bridges and buildings, neon lights must be used to outline and illuminate the advertisements; < /p>
(2) Advertisements and business plaques in commercial streets should be set up according to internal light transmission or neon standards, and neon vertical plaques should be set up according to standards if conditions permit;
(3) Internal light-transmitting advertisements are used at bus stops and shelters;
(4) The content is true, healthy, legal, and standardized, and meets the requirements of social spiritual civilization construction;
(5) Adopt new technologies, new materials and new processes. The shape and decoration should be beautiful, novel, and coordinated with the surrounding environment. The plaques should be hung upright, one for each household. Article 8 Outdoor advertisements shall not be set up under any of the following circumstances:
(1) Obstructing production or affecting the normal life of the people;
(2) Obstructing or affecting municipal public use Facilities, traffic safety signs, etc. are used normally;
(3) Using cultural relics protection units and their control areas;
(4) Using street trees, ancient trees, and famous trees;
(5) Other matters that affect urban planning or are incompatible with the surrounding environment. Article 9 When units or individuals set up urban outdoor advertisements or plaques, they should go to the Municipal Government Advertising Management Office to handle relevant procedures with relevant information such as advertisements, plaque location maps, color effect floor plans, etc. Article 10: Units or individuals shall complete and publish advertisements within 3 months after obtaining the right to set up urban outdoor advertisements. If it is not completed within the time limit, the municipal government's advertising management office will take back the right to set it up free of charge. Article 11 The use period of urban outdoor advertising is generally 1 to 3 years. After the right to use the location for outdoor advertising expires, bidding and auctioning shall be conducted again; under the same conditions, the original user shall have priority in obtaining the right to use the location.
The period of use of temporarily installed suspended advertisements, slogans, rainbow doors, etc. is from 3 to 7 days, and shall not exceed 15 days at most.
If urban outdoor advertisements and plaques are transferred or changed within the period of use, the procedures must be completed at the Municipal Advertising Management Office. Article 12 Temporarily installed floating objects, floating advertisements, slogans, rainbow doors, etc. must be installed in accordance with the prescribed location, time limit, color, specification, hanging height, quantity, and interval, and must be cleaned and dismantled by themselves within the prescribed period.
Street banners and banner advertisements are not allowed on landscaped streets and squares. Article 13: If it is necessary to renovate, expand or decorate the facade due to the installation of urban outdoor advertisements or plaques, the procedures must be completed at the municipal administrative department for city appearance management with floor plans and other documents. No unit or individual may change the exterior decoration and architectural style of the original building (structure), or affect the city appearance. Article 14 The installation of large-scale outdoor advertisements and plaques must be conducted by a safety appraisal agency or design unit.
The construction unit must have the corresponding qualification level, and the construction should be carried out in strict accordance with the design standards and meet safety requirements. Setting units and individuals should regularly inspect the safety status of outdoor advertisements and plaques to ensure safety.
If outdoor advertisements or signboards collapse or fall, causing personal injury or property loss, the setting unit or individual shall bear liability in accordance with the law. Article 15 If urban outdoor advertisements and plaques really need to be updated or removed during the period of use due to urban construction, city appearance management needs and other reasons, the setting unit or individual must comply. If outdoor advertising facilities whose paid installation period has not expired have been removed, appropriate compensation will be given by the person who removed them. Article 16 Outdoor advertisements, plaques and ancillary facilities shall be kept intact, clean and free from stains and fading. If they are incomplete, damaged, tilted or unsightly, they shall be repaired or replaced in time. If the lighting display is incomplete, it must be replaced within 24 hours. Internal repair.
Urban outdoor advertisements and plaques set up in accordance with the law may not be occupied, damaged or moved by any unit or individual without authorization.
