The main points are as follows:

1. Newly built residential quarters: it is necessary to ensure that 100% of the fixed parking spaces are equipped with charging facilities or reserved installation conditions. Supervise the planning approval and completion acceptance of new residential projects according to law.

2. Existing residential quarters: construction and renovation of charging facilities, and residential quarters should be equipped with a certain proportion of public charging parking spaces.

3. Realize the "county full coverage" of electric vehicle charging stations and the "township full coverage" of charging piles.

4. By the end of the 14th Five-Year Plan, the charging demand of more than 20 million electric vehicles will be met.

During the "Thirteenth Five-Year Plan" period, China's charging infrastructure has achieved leap-forward development, charging technology has been rapidly improved, the standard system has been gradually improved, and the industrial ecology has been steadily formed. A charging infrastructure system with the largest number, the largest radiation area and the most complete service vehicles in the world has been built. However, there are still some outstanding problems behind the rapid development, such as the difficulty in building piles in residential quarters, the uneven development of public charging facilities, the user's charging experience to be improved, and the industry quality and safety supervision system to be improved. It is urgent to speed up the innovation of related technologies, modes and mechanisms, and further improve the charging service support capability.

In order to fully implement the Notice of the General Office of the State Council on Printing and Distributing the Development Plan of New Energy Automobile Industry (20021-2035) (No.39 [2020] of the State Council), support the development of new energy automobile industry, break through the bottleneck of charging infrastructure development, promote the construction of new power system and help realize the goal of "double carbon", the following implementation opinions are formulated.

By the end of the 14th Five-Year Plan, China's electric vehicle charging support capability has been further improved, and a moderately advanced, balanced, intelligent and efficient charging infrastructure system has been formed, which can meet the charging demand of more than 20 million electric vehicles.

First, accelerate the construction and installation of charging facilities in residential quarters.

(1) Improve the promotion mechanism for the construction of charging facilities in residential quarters.

Local development and reform, energy departments should strengthen coordination with housing and urban-rural construction departments, and promote the construction and transformation of charging facilities in residential quarters. Residential district management units shall actively cooperate with users to install charging facilities and provide necessary assistance. The owners' committee shall, in light of its own reality, make clear the specific process of charging facilities construction in the realty service area.

(2) Promote the construction of charging facilities in existing residential quarters.

Local development and reform, energy, housing and urban-rural construction departments should formulate an action plan for the construction and renovation of charging facilities in existing residential quarters, clarify the action objectives, key tasks and promotion order, and combine the renovation of old urban quarters and the construction of urban residential quarters to fill shortcomings and promote them according to local conditions. Residential quarters with installation conditions should be equipped with a certain proportion of public charging parking spaces, and a time-sharing mechanism for charging parking spaces should be established to create conditions for users to charge.

(three) strictly implement the requirements for the construction of new residential quarters.

Newly built residential quarters should ensure that 100% of the fixed parking spaces are equipped with charging facilities or reserved installation conditions. When installation conditions are reserved, power supply facilities such as pipelines and bridges should be built to parking spaces to meet the needs of directly installing meters and connecting electricity. Relevant local departments should supervise according to law in the planning, approval and completion acceptance of new residential projects.

(4) Innovating the business model of charging service in residential quarters.

Encourage charging operation enterprises or residential area management units to accept the entrustment of the owners, carry out "unified construction and unified operation" of charging facilities in residential areas, uniformly provide paid services such as construction, operation and maintenance of charging facilities, and improve the safety management level of charging facilities and the proportion of green electricity use. Encourage new modes such as "adjacent parking spaces * * *" and "more cars".

Second, improve the capacity of charging and replacing electricity in urban and rural areas.

(5) Establish and improve the planning mechanism.

Local development and reform, energy departments should actively work with the departments of industry and information technology, natural resources, housing and urban and rural construction, transportation and other departments to scientifically prepare the "Tenth Five-Year Plan" for provincial charging infrastructure, and guide cities to prepare layout plans with districts and counties as the basic units. Give priority to the use of land resources such as parking lots, and strengthen the demonstration of public charging stations built by means of new land supply. The contents related to layout, land use and use control should be well connected with relevant planning.

(6) Optimize the layout of urban public charging network.

Further optimize the layout of the public * * * charging network in the central city, increase the construction of public * * * charging facilities in the peripheral city, arrange power stations according to local conditions, and improve the guarantee capacity of public * * * charging services. Fully consider the charging needs of special vehicles such as public transportation, rental and logistics, and build special charging stations in combination with parking lots. In accordance with the relevant requirements of comprehensively promoting rural revitalization, combined with the promotion of urbanization with counties as an important carrier, we will speed up the construction of short-board charging infrastructure in counties and towns, and accelerate the realization of "full coverage in counties" for electric vehicle charging stations and "full coverage in towns and villages" for charging piles. Give priority to the allocation of public charging facilities in enterprises and institutions, commercial buildings, transportation hubs, public parking lots and other places.

(eight) to speed up the effective coverage of expressway fast charging network.

Accelerate the formulation of phased coverage schemes for expressway fast charging networks in various provinces. Clarify the standards and specifications for the construction of expressway fast charging stations, incorporate fast charging stations into the supporting infrastructure of expressway service areas, strengthen the project approval and acceptance management of expressway fast charging stations, and do a good job in ensuring construction land and supporting power supply. Strive to achieve a coverage rate of not less than 80% in the national ecological civilization experimental zone and the expressway service area in the key area of air pollution prevention and control by 2025, and not less than 60% in other areas.

(nine) improve the charging guarantee in the unit and the park.

Government agencies, enterprises and institutions, industrial parks and other internal parking lots will speed up the construction of corresponding charging facilities or reserve construction and installation conditions to meet the charging needs of official vehicles and employees' private cars. Encourage units and charging piles in the park to open to the outside world to further enhance the public's charging supply capacity.

Third, strengthen the research and development and application of new technologies such as vehicle networking interaction.

(ten) to promote the interactive technology innovation and pilot demonstration of vehicle networking.

Support power grid enterprises to build an innovation platform for the integration of new energy vehicles and smart energy in the upstream and downstream industrial chains such as automobile enterprises, carry out cross-industry joint innovation and technology research and development, and accelerate the construction of interactive testing and standardization system for vehicle networking. Actively promote the pilot demonstration, explore the implementation path of new energy vehicles participating in the spot electricity market, and study and improve the trading and scheduling mechanism of new energy vehicles consuming and storing green electricity. Explore the integrated pilot application of "light storage, charging and discharging" in units and charging facilities in the park.

(eleven) to encourage the promotion of intelligent and orderly charging.

Local development and reform, the energy sector should guide residents to participate in intelligent and orderly charging, accelerate the construction of intelligent and orderly charging demonstration communities, and gradually increase the proportion of intelligent and orderly charging piles. Local price departments should do a good job in the implementation of the peak-valley electricity price policy for charging facilities. Encourage intelligent and orderly charging into the functional scope of charging piles and new energy vehicle products, and accelerate the formation of unified industry standards.

(twelve) to strengthen the technical innovation and standard support of charging and replacing electricity.

Accelerate the formulation and application of high-power charging standards, strengthen cross-industry cooperation, and promote the coordinated upgrading of all parties in the industry. Promote the research and development of new technologies such as wireless charging and automatic unmanned charging. Promote the formation of unified power exchange standards in major application fields, and improve the safety, reliability and economy of power exchange methods. Improve the data interaction standard between batteries and charging facilities of new energy vehicles.

(13) Accelerate the popularization and application of power exchange mode.

Support the construction and layout of special power exchange stations, accelerate the exploration and promotion of the separation mode of vehicles and electricity, and promote the electrification transformation of heavy trucks and trucks loaded in ports. Fourth, strengthen the operation and maintenance of charging facilities and network services.

Charging operation enterprises should improve the charging equipment operation and maintenance system, and improve the equipment availability and fault handling ability through intelligent and digital means. Encourage parking lots and charging operators to innovate technology and management measures, guide fuel vehicles and new energy vehicles to park separately, and maintain a good charging order.

(15) Improve the service experience of public charging network.

Accelerate the interconnection of charging operation enterprise platforms, realize information sharing and cross-platform and multi-channel payment and settlement, and improve charging convenience and user experience. Encourage the integrated innovation of parking and charging, realize the interconnection of parking and charging data information, and implement measures to benefit the people such as parking concessions for charging vehicles.

Five, do a good job in supporting power grid construction and power supply services.

(sixteen) to strengthen the support of supporting power grid construction.

Power grid enterprises should do a good job in the connection between power grid planning and charging facilities planning, increase investment in supporting power grid construction, and reasonably reserve high-voltage and high-power charging support capacity. Local natural resources, housing and urban-rural construction departments should ensure resources such as power grid construction land and supporting charging facilities corridor space, and increase the coordination and promotion of engineering construction.

(seventeen) to strengthen the supporting power supply services and supervision.

Power grid enterprises should comprehensively improve the service level of "electricity access", optimize the online electricity security service, implement the service measures of "three zeros" and "three provinces", provide contract services for charging operators and individuals, and implement time-limited settlement. The agencies of the National Energy Administration should strengthen the supervision of the implementation of power supply and price policies, cooperate with the market supervision departments of local governments to regulate the transfer of power supply and do a good job in supporting power supply services.

The construction and installation of charging facilities at gas stations and filling stations should be arranged in the auxiliary service area. Owners of charging facilities, management units of residential quarters, after-sales maintenance units, etc. The safety management of charging facilities should be strengthened, and potential safety hazards should be discovered and eliminated in time. Local energy, housing and urban and rural construction, fire departments combined with their responsibilities, strengthen the supervision and management of fire safety of supporting power supply, planning and construction and centralized charging places. Establish and improve the safety management mechanism at all levels, strengthen the safety supervision of charging facilities, and strengthen the safety management of community electricity consumption. Establish a fire accident investigation, handling and traceability mechanism to encourage the popularization and application of related safety liability insurance.

(nineteen) to speed up the establishment of national, provincial and municipal supervision platform system.

Expand the monitoring platform to cover cities, gradually build a three-level monitoring platform system at the national, provincial and municipal levels, improve the functions of data service, safety supervision and operation analysis, and promote the exchange and sharing of cross-platform safety early warning information. Accelerate the data integration between the monitoring platform for charging facilities and the monitoring platform for new energy vehicles, and explore the construction of an integrated monitoring system for vehicles and piles. The government supervision platform should maintain a fair position and regularly release the operation of the charging infrastructure in this province to the public.

Seven, increase financial support.

(20) Optimize financial support policies.

Give financial support to the construction of charging piles as public facilities. Encourage all localities to establish operating subsidy standards linked to service quality, and further tilt towards quality stations. Encourage local governments to strengthen subsidies for demonstration facilities such as high-power charging and vehicle-network interaction, and promote the transformation and upgrading of the industry.

(twenty-one) to improve the ability of financial services.

Innovative use of financial instruments such as special bonds and funds, focusing on supporting charging facilities and supporting power grid construction and transformation projects. Encourage all kinds of financial institutions to provide financial support for the construction of charging facilities through various channels. Encourage insurance institutions to develop insurance products suitable for charging facilities.

Please all relevant units in accordance with the above requirements, strictly implement the division of responsibilities, combined with the actual situation in the region to improve the relevant management mechanism. The implementation opinions shall come into force as of the date of issuance and shall be valid for 5 years.
