1. Basic information

Our approach is:

(1) Strengthen leadership and make concerted efforts. The county party Committee attaches great importance to this general election. The Standing Committee of the county party Committee has studied the general election many times. The secretary of the county party Committee * * * personally grasps the general election, especially in each key stage of the general election. He often asks questions and gives instructions many times, demanding that the general election work must fully carry forward democracy and act in strict accordance with the law. Emphasizing that "procedure is politics" requires that the election of people's congresses at all levels must adhere to the law, be "rigorous, meticulous, in-depth and practical", and promptly and effectively guide the healthy development of the election. The county party committee timely approved the Opinions of the Party Group of the Standing Committee of the County People's Congress on the General Election of the People's Congress at the County and Township levels, and held the general election work meeting of the county on July 27th. The secretary of the county party committee made an important speech at the meeting, comprehensively and profoundly expounded the situation, tasks, great significance, guiding ideology, policy principles and problems that should be paid attention to, and made specific arrangements for the general election work. After the meeting, party organizations at all levels conscientiously implemented the spirit of the work conference on the general election of county committees, insisted on putting the general election on the important agenda of party committees at the same level, and held general election work conferences of different scales respectively, and made specific arrangements for the general election work. In the general election, especially in the key stages of the general election, Party committees at all levels listen to work reports in time, study and solve major issues, and coordinate with relevant departments, so that the general election work is always carried out in an orderly manner under the leadership of the Party. The Standing Committee of the County People's Congress has always regarded this general election of the National People's Congress as a major event in the political life of our county, and stood at the height of the overall situation and strategy of the county and paid close attention to it. The majority of voters in the county actively participated, made suggestions and gave full play to the role of national masters, ensuring that the general election work always runs along the right track.

First, improve the working mechanism and put it in place in time. In order to ensure the leadership of the general election of the National People's Congress, the county party committee attaches great importance to it. The county has set up a county election committee with the secretary of the county party committee as the director and the director of the Standing Committee of the County People's Congress as the deputy directors. Each township has also set up an election committee, set up a leading group for the general election of each constituency, established a capable leadership team and a backbone team, and set up a county and township election task force of more than 6 people to ensure that each village has more than two national cadres. The leaders of the county party committee, the county people's congress and the members of the general election office visited the townships and constituencies for many times at all stages of the election to guide the general election work, understand the situation, study and solve the problems encountered in the election work in time, and guide the work on the surface. If it is found in the inspection that some candidates for deputies announced in the announcement of individual constituencies have not written according to their names and strokes, they should be asked to make corrections in time to ensure the seriousness of the announcement. The general election of county and township people's congresses is a direct election with the participation of the whole people, and it is a great social practice activity to mobilize the participation of the whole people, carry out legal education and promote the construction of socialist democracy and legal system. The degree of participation of the majority of voters is directly related to the success or failure of the election work. To this end, we have always insisted on publicity as an important part of doing a good job in the general election. From the height of practicing Theory of Three Represents and implementing the general plan of "ruling the country according to law", the county has effectively increased the publicity of the general election work. First, seriously organize training to improve the quality of the team. After the mobilization meeting for the general election of county and township people's congresses, all townships and counties directly under the county actively organized staff to conduct business training in stages. According to statistics, the county * * * has compiled more than 2,5 publicity materials, sent 35 election manuals, dispatched 25 publicity vehicles (times), published 13 issues of wall newspapers and boards, hung more than 15 banners and posted 15, slogans. In the propaganda work, we should pay attention to the new situation and new tasks faced by this general election, focus on publicizing China's people's congress system, laws and regulations on elections and the great significance and guiding ideology of the general election, and publicize the schedule and specific requirements of the general election work, so that the whole general election work can be carried out according to law and the procedures are in place. Through extensive and in-depth publicity and solid and meticulous work, the broad masses of cadres and all voters will understand the significance, time, tasks and requirements of the general election of county and township people's congresses. At the same time, they were educated in socialist democracy and legal system, which created a good legal environment and a strong public opinion atmosphere for the whole general election work.

In the general election, we can act in strict accordance with the provisions of the electoral law and local organization law, and effectively protect the democratic rights of the people as masters of their own affairs.

First, handle affairs in strict accordance with the law and do a good job in all stages. All towns and villages in the county will always act in strict accordance with the law throughout the whole process of election work. According to the principle of facilitating voters to participate in election activities, organizing and carrying out work, and facilitating voters to understand representatives and contact voters, the method of combining residence and work unit is adopted to divide constituencies. From the registration of voters, the recommendation of deputies to voting, we all pay attention to the combination of promoting democracy and handling affairs according to law, and overcome the bad tendency of being afraid of trouble and trying to save trouble in voting. At the same time, we will strengthen efforts to prevent sectarian forces and undesirable elements from interfering with the election, and ensure that the general election work is carried out legally, healthily and orderly in a good social environment. According to the requirements, classify the "three customs" of voter registration into "four volumes", clarify the separation of people and households, the floating population or the migration, and strictly examine and confirm the voter registration qualifications, so as to be good, not leaking and not repeating.

second, fully develop democracy and ensure the quality of good representatives. All towns and villages can respect public opinion from the beginning of recommending preliminary candidates for deputies, adhere to the principle of extensiveness and progressiveness of deputies, repeatedly solicit opinions from various constituencies and relevant departments, pay attention to the rationality of representative structure, and scientifically allocate the number of deputies in each constituency.

The township election committees and the leading groups of each constituency have repeatedly publicized the role and conditions of deputies, and organized the majority of voters to hold discussions, thus recommending advanced and leading candidates for deputies. At the same time, the examination of formal candidates is determined in strict accordance with the provisions of the difference ratio. To put forward adjustment opinions that do not conform to the prescribed procedures and conditions, each constituency is required to hold a meeting attended by village leaders, villagers' representatives, party member, village committees and members of the election leading group, to conduct democratic deliberation and consultation, to determine the official representative candidates according to the opinions of the majority of the people, and to report to the county and township election committees for examination and approval before giving a reply. In determining the candidates for deputies, the "legal, democratic and structural customs" should be strictly controlled, and the phenomena of incomplete recommendation procedures, non-conformity with the difference ratio or recommendation places exceeding the number of deputies to be elected should be corrected. The audit team composed of family planning, judicial and discipline inspection departments will review the preliminary list of candidates for deputies submitted by each constituency according to law. Then, according to the gender and structural requirements of delegates, the preliminary list of candidates will be submitted to the voters' group for repeated discussion and consultation. According to the opinions of the majority of voters, the official list of candidates for delegates will be put forward, and the advanced and representative candidates who conform to the law and conform to public opinion will be recommended, so that the election work will go smoothly and the success rate of voting will be higher.

Third, carefully organize voting and go all out to catch the election. In order to ensure the smooth progress of the unified voting election day on August 28th in the county, the county general election committee specially held a training meeting. After the meeting, the members of the county general election committee and the leaders of the county people's congress standing committee went down to the towns and villages respectively to take command with the leaders of the towns and villages, and strengthened the supervision, organization and leadership of the voting situation in each constituency. The towns and villages correspondingly increased the cadre strength, strengthened guidance and coordination, so as to achieve no violation of law and discipline.

Although some achievements have been made in the general election of county and township people's congresses in our county, there are undeniable problems. Generally speaking, the development of the general election in the county is uneven. First, some township constituencies are not reasonable enough. In order to save trouble, some local constituencies are divided widely. Second, the propaganda work needs to be further strengthened. Some places have not yet created a good atmosphere for the general election. Third, the work in some places is not detailed enough, and there is a phenomenon that voters miss the registration. Fourth, there is a lack of research and solutions to some new situations and problems, especially the election of foreign personnel and some restructured enterprises, and there is no breakthrough or innovation.
