First of all, before school starts.

School preparation.

1. Pay attention to school preparation. According to the epidemic situation and the requirements of local epidemic prevention and control policies, schools should strengthen the comprehensive analysis and risk judgment of school epidemic monitoring, do a good job in the prevention of common infectious diseases in COVID-19 and schools, scientifically formulate the work plan for starting school, carefully arrange teachers and students to return to school after the health and safety of teachers, students and school personnel are effectively guaranteed, and promote the safe and orderly start of school.

2. Implement the "four-party responsibility". Strictly implement the territorial responsibility of the party Committee and government in the jurisdiction, the responsibility of the person in charge of the industry department, the main responsibility of the school, and the self-management responsibility of teachers and students. The secretary of the Party Committee and the president of the university are the first responsible persons for epidemic prevention and control in the school, who are fully responsible for the organization, leadership and responsibility implementation of epidemic prevention and control in the school, and make all preparations for epidemic prevention and control in the school in an orderly manner before the start of school.

3. Improve the joint prevention and control mechanism. 5. Improve the emergency plan. 6. Do a good job in epidemic prevention. Reserve epidemic prevention materials such as masks, disinfectants, hand sanitizers and non-contact temperature measuring equipment in advance. 7. Thoroughly rectify the environment. Implement comprehensive improvement of campus environmental sanitation, strengthen the monitoring and management of chilled cold chain logistics, and ensure the safety of diet and drinking water. Thoroughly clean and disinfect classrooms, laboratories, conference rooms, canteens, dormitories, libraries, gymnasiums, public toilets and other places, ventilate and clean up garbage. Clean and disinfect the air conditioning and ventilation systems used in the campus and the surfaces of objects in public areas.

8. Strengthen education and training. Through various media and other channels, we will carry out all-round publicity and education on prevention and control knowledge in COVID-19, and guide teachers and students to firmly establish the consciousness of "being the first responsible person for health". Party and government leading cadres, teachers and students in colleges and universities should be trained in COVID-19 epidemic prevention and control laws and regulations, personal protection and disinfection.

9. Do a good job in information search. Establish a health monitoring system covering all teachers and students, comprehensively check, accurately and dynamically grasp the health status of teachers and students at school, the vaccination situation in COVID-19, the recent itinerary and other information, draw up a plan for teachers and students to return to school, and make precise policies to achieve "one school, one policy, one person and one file".

10. Promote vaccination. Teachers, students and workers who meet the vaccination conditions should be vaccinated in COVID-19. Eligible target population over 18 years old will receive 1 dose of sub-low homologous booster immunization or sequential booster immunization, but they cannot receive homologous booster immunization and sequential booster immunization at the same time.

13. Implement classified management. Teachers and students returning to universities across provinces should hold negative nucleic acid test certificates within 48 hours before the start of school, and do personal protection on the way. After arriving at the school, nucleic acid detection can be carried out in batches according to local prevention and control requirements. Overseas teachers, students and employees are not allowed to return to school without receiving the notice from the school, and they are managed according to the relevant policies of our country when returning to school.

Second, protection on the way back to school.

On the way back to school, you should bring enough personal protective equipment such as masks and quick-drying hand disinfectants, always wear masks, pay attention to hygiene and do a good job of protection.

Try to reduce communication with other people on public transport, try to keep a distance from passengers in the same car and avoid gathering. Do a good job in hand hygiene, try to avoid direct contact with public facilities such as door handles and elevator buttons, and wash your hands in time or with quick-drying hand disinfectant after contact.

If you have any suspected symptoms on your way back to school, you should take the initiative to report them and seek medical treatment nearby in time. Third, after school starts.

School management requirements.

1. Implement the main responsibility. 2. Strict daily management. Actively use information technology to implement a convenient management mechanism for entering and leaving the school gate. 4. Strengthen the management of public places. Implement the campus public health management system and disinfection system. Campus garbage will be cleaned daily, and garbage containers will be cleaned and disinfected. When using air conditioning, the air supply safety of the air conditioning system should be ensured. During the epidemic period, increase the frequency of cleaning and disinfection of the surfaces of high-frequency contact objects such as switch panels, faucets, door handles, stair handrails and fitness equipment in public areas. Closed-loop management is implemented in the construction site of large-scale buildings in the campus, and the construction personnel are physically isolated from the campus.

5. Strengthen the sanitary management of canteen. Implement the requirements of the Notice of the General Office of the Ministry of Education, the General Office of the General Administration of Market Supervision and the General Office of the National Health and Wellness Committee on Strengthening the Hygiene, Safety and Nutrition and Health Management of School Canteen, and install partitions on the dining table of the canteen to guide personnel to keep a safe distance. Establish canteen hygiene management ledger, cleaning and disinfection. Strictly implement the food incoming inspection record system and purchase raw materials from formal channels to ensure traceability. Do a good job in cleaning and disinfecting tables, chairs, floors, tableware and cookers in the dining area, and collect and treat leftovers in time.

6. Strengthen dormitory management. No outsiders are allowed to enter the dormitory, and special personnel are arranged to be responsible for the sanitary management and inspection of the dormitory, so as to guide students not to gather in the dormitory area and visit less. Dormitories should be ventilated and cleaned frequently. Toilets and public areas should be kept clean, hand washing facilities should be in good operation, garbage should be cleaned up, and public areas should be cleaned and disinfected daily.

7. Strengthen activity management. According to the campus situation, reasonably control the personnel density, and strengthen the personnel density control in classrooms, study rooms, libraries, stadiums and other public spaces. In principle, there is no need to organize large-scale indoor gatherings.

8. Strengthen the management of family areas. Incorporate the family area into the normal prevention and control management of the community and implement grid management of the family area. Strengthen the management of school commuter vehicles. 9. Conduct emergency drills. Colleges and universities should regularly organize emergency drills to deal with the sudden outbreak of COVID-19 on campus after the start of school, improve the pertinence, practicability, operability and immediate response ability of emergency plans, test the familiarity of school epidemic prevention and control backbones and teachers and students, and timely rectify and adjust the problems and weak links found.

Management requirements for teachers and students.

10. Observe school gate management. Teachers, students and employees should abide by the school gate management regulations and try to reduce school leaving. Students' study and living space is relatively fixed. If it is really necessary to leave the school due to job hunting, internship and other reasons, it shall go through the corresponding procedures and be allowed to enter and leave the school.

12. Strengthen personal protection. Teachers and students who meet the vaccination conditions should actively vaccinate COVID-19 vaccine and complete intensive vaccination. School attendants, cleaners and canteen staff should wear medical surgical masks or above and disposable gloves during the whole work period. 13. Implement health education. 14. Pay attention to mental health. Strengthen the popularization of mental health knowledge, pay attention to the psychological status of teachers and students, arrange psychological service professionals, social workers or volunteers, provide mental health consulting services, promptly ease the negative emotions of teachers and students, and create a good campus atmosphere.

Four. Epidemiological surveillance and emergency response

Pay attention to the change of epidemic situation. Pay close attention to the epidemic changes in the jurisdiction where the school is located and other parts of the country. Once the local epidemic situation or the risk level of COVID-19 epidemic situation changes in the area where the school is located, we should strictly implement the relevant requirements of local epidemic prevention and control, immediately start the emergency command system for epidemic prevention and control, and take decisive measures.

Strengthen monitoring and early warning. On the basis of doing a good job in the prevention and control of normalized epidemic situation, the school strictly implements measures such as health monitoring of teachers and students, temperature detection, morning and afternoon examination and tracing and registering the reasons for absence from class due to illness, and implements the system of "daily report" and "zero report". If teachers, students and employees have suspected symptoms, the students should report to the counselor, and the teaching staff should report to the school hospital in time. The school should arrange temporary isolation rooms in time, and designate special personnel to monitor the health status of the isolated people and guide medical treatment. Schools that have not set up school hospitals should go to designated medical institutions nearby for corresponding disposal.

Once an epidemic occurs in the county where the school is located, it is necessary to encrypt the frequency of nucleic acid testing according to the risk of epidemic spread, improve the sampling ratio of nucleic acid testing between teachers and students, and promote the use of antigen testing. During the period, the school canteen staff, cleaning staff, school attendants and other staff will conduct nucleic acid testing every week, and antigen testing can be appropriately increased. If the antigen test is positive, no matter whether there are symptoms such as fever or respiratory tract, it should be transported from the emergency center to a medical institution with a fever clinic for nucleic acid detection according to the requirements of the Guide for the Transport of Persons Related to the COVID-19 Epidemic.

Deal with the epidemic quickly. If there are confirmed cases, asymptomatic infected persons, suspected cases or close contacts in COVID-19 among teachers, students and employees, the school should immediately start the emergency mechanism, report to the CDC within 2 hours, take closed management, full-time nucleic acid detection and other disposal measures under the guidance of the local health CDC, and arrange online teaching in time.

After the outbreak on campus, according to the prevention and control plan of novel coronavirus, we should cooperate with the control and management of infectious sources on campus, and the disease control institutions should carry out rapid and comprehensive epidemiological investigation and epidemic analysis and judgment according to the principle of territoriality, and scientifically and accurately define risk areas and risk personnel according to the case trajectory and epidemiological information. The school actively cooperates with the CDC and other departments to control and arrange the designated areas and risk sites first, and then organize and implement measures such as transshipment, isolation control, nucleic acid detection and health monitoring of risk personnel in an orderly manner. According to the pollution situation and risks, the school takes corresponding preventive disinfection, disinfection at any time and terminal disinfection of the environment and articles, and does a good job in the collection and harmless treatment of garbage, feces and sewage on campus.

Teachers and students can only return to school after they have recovered from illness on schedule or released from centralized isolation medical observation, and completed family health monitoring and negative nucleic acid test results according to regulations. Take good health protection.
