Without an emission permit or a temporary emission permit, major air pollutants are not allowed to be discharged. Article 9 Construction projects that emit major air pollutants, such as new construction, expansion, reconstruction, relocation, and technological transformation, shall obtain emission indicators of major air pollutants, and then go through the environmental protection approval procedures for construction projects in accordance with regulations. The air pollution prevention and control facilities of this project must be accepted by the environmental protection department, and the municipal environmental protection department will issue an emission license. Among them, if a business license is required, the construction unit shall submit the environmental impact report, environmental impact report form or environmental impact registration form of its construction project to the environmental protection department for approval before applying for a business license. Article 10: Units holding emission permits must go to the municipal environmental protection department to go through the inspection procedures within the prescribed time limit. Article 11 Units or individuals that discharge pollutants into the atmosphere must go through the pollutant discharge declaration and registration procedures with the local environmental protection department.

If there is a significant change in the type, quantity, or concentration of air pollutants emitted, the formalities for changing the emission declaration must be completed within the prescribed period.
