In order to do a good job in dust pollution prevention and water environment management on construction sites during the 11th Paralympic Games and the 14th National Games (hereinafter referred to as the 14th National Games and Paralympic Games) and the 8th Special Olympics, this scheme is formulated.

I. Work objectives

Conscientiously implement the deployment and requirements of the preparations for the 14th National Games and Paralympics, with the blue sky defense and clear water defense as the support, improve the prevention and control of dust pollution on the construction site and the water environment management level, strengthen the normalization supervision and strict control of the construction period, establish and improve the supervision and inspection mechanism, focus on ensuring the excellent ambient air quality during the 14th National Games and Paralympics, and ensure the "four seasons blue" in Xi 'an (except dusty weather) and the water environment safety of key river basins in the city during the Games.

Second, organization.

The environmental protection leading group of the 14th National Games and Paralympic Games of the Municipal Housing and Construction Bureau was established, with the director of the Municipal Housing and Construction Bureau as the leader and the deputy leader in charge, and two working groups under it. The offices that take the lead in undertaking the tasks should actively report to the leaders in charge and conscientiously implement the tasks.

Fourth, the task

Air quality assurance

1. Pre-meeting safeguards

Focus on the following work in two stages:

The first stage (from the date of issuance of this plan to March 3, 20261day): Strictly implement the Action Plan for Comprehensive Control of Air Pollution in Autumn and Winter of 2020-2026 in Xi City, focus on effectively coping with heavily polluted weather, continuously strengthen dust control at construction sites and two types of enterprises, and continuously promote the control of volatile organic compounds (VOCs).

The second stage (April 1 to September 9, 202 1 to September 28, 202 1 to June 16): strictly implement the work plan for defending the blue sky, accelerate the annual key work, and find out the base.

2. Meeting time guarantee measures

During the 14th National Games and Paralympic Games (September 10 to September 27th, 202 10 to 205438+00 to June 29th), we will focus on the following tasks:

(1) Comprehensively deepen the prevention and control of dust pollution in construction sites. Except for people's livelihood security and major projects, suspend the construction of soil-related operation sites, fully implement closed enclosure, material covering and ground cleaning, and keep the roads in the construction site and surrounding areas 100m clean.

(2) Strictly implement on-line dust monitoring and networking. People's livelihood security and major projects must strictly implement the "six hundred percent" and "seven in place" dust control requirements, install dust online monitoring equipment that meets the requirements of the specification at the construction site, and connect with the Xi Ji-hye Ahn environmental protection platform. Safety projects within 3 km around the sensitive area of ambient air quality must be closed for construction.

(3) Strictly control two types of enterprises. Two types of enterprises involved in emergency repair, people's livelihood security and major projects, in strict accordance with production needs, declare an exemption every three days, and the rest will stop production.

(4) Strengthen the management and control of off-road mobile machinery on the construction site, and intensify daily supervision, inspection and investigation.

(5) The architectural decoration and municipal works directly managed by the Municipal Housing and Construction Bureau shall stop painting operations such as road drawing and asphalt paving and VOCS operations.

(2) Water environmental protection

1. Pre-meeting safeguards

In accordance with the requirements of Xi Implementation Plan for Promoting Green Development and Building Ecology in Xi, Three-year Action Plan for Protection and Governance of Xi River and Lake System (20 19-202 1), and Work Plan for Protecting Clear Water in Xi 202 1, relevant work shall be done well.

2. Meeting time guarantee measures

(1) Strengthen the management of construction precipitation.

3. Post-meeting safeguard measures

In accordance with the requirements of pre-meeting safeguard measures, we will continue to promote the implementation of various tasks and consolidate the promotion results.

(1) Strengthen organizational leadership. All units should improve their positions, strengthen organization and leadership, put security work in place, identify and grasp it in place, earnestly perform their duties, study and formulate detailed implementation plans in light of actual work, and implement the responsibilities to people.

(2) Strictly implement responsibilities. The housing and construction departments of all districts, counties and development zones should intensify supervision and inspection, actively take measures to rectify the problems found or handed over through inspection, pay close attention to implementation, and ensure that every problem is caught, managed and implemented, so that the problems can be rectified in place without rebounding.

(3) Strengthen supervision and inspection. The supervision teams of the Municipal Housing and Construction Bureau intensified supervision and inspection, and transferred the problems to relevant districts, counties and development zones as soon as possible. At the same time, the supervision group and the municipal engineering construction housing management group shall submit the statistical table of supervision and inspection work as required (see annex), and submit the supervision and inspection situation of the month before the 23rd of each month; During the session, submit the supervision and inspection of the day at 5 pm every day.

(4) Serious accountability. All districts, counties and development zones found in the supervision and inspection, such as poor supervision, inadequate implementation of responsibilities, inaction, slow action and disorderly action, will be used as the basis for monthly assessment and transferred to accountability. All districts, counties and development zones should also hold accountable those who fail to implement the responsibility of dust pollution prevention and control.

(5) Increase publicity and guidance. All units should widely publicize the importance of the 14th National Games, 11th Paralympic Games and 8th Special Olympics to ecological environment protection and water resources, water environment and water ecological protection, organize various publicity and education activities, enhance the main responsibility of enterprises, actively guide green construction, cultivate public awareness of water conservation, and strive to build a new pattern of national action.
