Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality in order to cultivate and practice the socialist core values and improve the civilized quality of citizens and the degree of social civilization. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

Article 5 State organs, enterprises, institutions and other organizations shall actively participate in activities to promote civilized behavior. Article 7 Units and individuals are encouraged and supported to carry out charitable activities such as helping the poor, helping the disabled, saving orphans, and donating for disaster relief, so as to protect the legitimate rights and interests of participants in charitable activities according to law.

The relevant units shall provide places and other convenient conditions for organizations and individuals that carry out charitable activities according to law. Eighth units and individuals are encouraged to carry out voluntary service activities according to law.

The relevant units shall provide necessary convenience and guarantee for volunteers and volunteer service organizations to carry out volunteer service activities.

City, county (city, district) spiritual civilization construction steering committee shall, jointly with the member units of the volunteer service committee, make full use of the volunteer service information system, and improve the volunteer registration, record evaluation and time storage system.
