The municipal greening and city appearance administrative department is the competent department for construction waste disposal in this city and is responsible for the supervision and management of construction waste disposal. The district greening and city appearance administrative department is responsible for the specific management of construction waste disposal within its jurisdiction.

The municipal administrative department of housing and urban-rural development is responsible for the management of recycling and utilization of construction waste concrete among construction waste in this city.

City and district urban management administrative law enforcement departments and township (town) people's governments (hereinafter collectively referred to as "urban management law enforcement departments") shall implement administrative penalties for relevant behaviors that violate these regulations in accordance with the law.

The municipal development and reform, transportation, public security, planning and land, economic information, maritime, water affairs, price, quality and technical supervision, environmental protection, civil defense and other administrative departments shall coordinate the implementation of these regulations in accordance with their respective responsibilities. Article 5 (Territory Management)

The district people's government is the responsible entity for the treatment and management of construction waste within its jurisdiction and should strengthen its leadership over the management of construction waste treatment within its jurisdiction.

The township (town) people's government and sub-district offices, under the guidance of the district greening and city appearance administrative department, shall do a good job in source management and coordination of construction waste disposal within their jurisdiction.

The funds required for construction waste treatment and management should be included in the financial budgets of people's governments at all levels. Article 6 (Classified Processing)

Construction waste shall be classified and processed in accordance with the following requirements:

The municipal greening and city appearance administrative department shall, in conjunction with the municipal housing and urban-rural development, transportation, public security and other administrative departments as well as the urban management and law enforcement departments, establish a construction waste disposal management information system. Each department should incorporate information related to construction waste treatment and management into the information system within the scope of their respective responsibilities. Article 8 (Credit Management)

If relevant units violate these regulations, the municipal greening and city appearance, housing and urban-rural development and other administrative departments shall, in accordance with national and municipal regulations, include relevant untrustworthy information in the municipal public *** Credit information service platform. Article 9 (Industry Self-Discipline)

This city encourages on-site utilization methods such as improving construction planning elevation, slope landscaping, and low-lying filling, and construction units adopting construction techniques such as road waste asphalt mixture regeneration, mud drying, and sediment separation. , reduce the emission of construction waste.

The adoption of source reduction and emission reduction measures stipulated in paragraphs 1 and 2 of this article shall comply with the relevant national and municipal regulations on planning, environmental protection and other aspects. Article 11 (Mandatory use of resource utilization products)

This city implements a mandatory use system for construction waste resource utilization products and clarifies the requirements for the scope, proportion and quality of product use.
