The content of the new coal mine safety production law

Legal analysis: Coal mines should obtain mining licenses, coal production licenses and business licenses according to law. Coal mine managers must undergo training and assessment, and obtain mine manager qualification certificate and mine manager safety qualification certificate according to law. The legal representative of the coal mine shall be fully responsible for the safety production of the unit, and ensure the effective implementation of the investment in safety production. Coal mines shall establish and improve the responsibility system for safety production, set up safety production management institutions or equip full-time safety production management personnel. Safety production management personnel can only serve after passing the examination. Coal mines should educate and train workers in production safety, and they can only work at their posts if they are qualified. Coal mine special operations personnel must undergo special training and obtain special operation qualification certificates.

Legal basis: Article 5 of the Provisions on the Administration of Registration of Business Scope of Enterprises applies for permission to operate projects. The applicant shall apply to the examination and approval authority in accordance with the laws, administrative regulations and the decisions of the State Council, and after approval, apply to the enterprise registration authority with the approval documents and certificates. If the examination and approval authority has restrictions on the operating period of the licensed project, the registration authority shall register the operating period, and the enterprise shall engage in business within the operating period approved by the examination and approval authority. To apply for general business projects, the applicant shall independently select one or more business categories with reference to the classification of national economic industries and relevant regulations, and apply for registration directly to the enterprise registration authority according to law.
