Jinan Jiabao Dairy Co., Ltd. introduces HACCP system to produce safe milk

-------- Jiabao Dairy ensures dairy safety with authoritative certification system

In the spring of 2004, the "Fuyang milk powder" incident caused an uproar across the country. The safety issue of dairy products attracted widespread attention from the media and ordinary people, and became a topic of discussion on the streets. "Maintaining product reputation, ensuring product quality, and ensuring people's health" is the top priority of every dairy company. Jinan Jiabao Dairy is the first in the same industry in the country to pass HACCP certification, which not only effectively guarantees product safety, but also has obtained "national inspection-free products", "pollution-free agricultural products", "green food", and "QS certified food" With a series of honors, it was rated as the municipal milk of Jinan City and has become a dairy product that people can really trust. It can be said that food safety certification provides a reliable guarantee for Jiabao Dairy's product quality improvement and the rapid development of the company.

Jiabao Company is a vegetable basket project enterprise of Jinan Municipal Government and a key leading enterprise in national agricultural industrialization. It has fixed assets of 500 million yuan and an annual production of 400,000 tons of milk. At present, Jiabao Dairy's comprehensive strength has ranked among the top seven liquid milk companies in the country, and it is the leader in the dairy industry in Shandong Province.

HACCP international system certification is a reliable guarantee for food safety

Jiabao Dairy adheres to the dairy production safety policy of safety first, quality oriented, prevention first, scientific and technological innovation, and strictly implements Product quality control. In recent years, the excellent product quality has not only been respected by domestic peers, but also won unanimous praise from international dairy experts. Jiabao Dairy relies on its good implementation of ISO9001 (2000 version) and HACCP international food safety management system certification in product quality management, coupled with its impressive performance in continuous innovation in management and implementation of fine management, and has been recognized by the International Certification Alliance (IQNet) ) was awarded the "Management Innovation Award". This award, jointly signed by Dr. Fabio Roversi, Chairman of the International Certification Alliance, and CEO of Fangyuan Certification, represents the highest level of domestic enterprise management.

Since 2003, Jiabao Dairy has been producing according to the HACCP quality management system standards. In early 2004, Jiabao Dairy was the first in the same industry in Shandong Province to pass the HACCP international general system certification. HACCP was developed on the basis of quality control methods commonly used in the European and American food industries - GMP (Good Operating Practices) and SSOP (Good Hygienic Practices). It is an effective way to improve product quality and ensure product safety. It is also a food Industry quality certification is an international trend that can effectively solve the problem of product quality control during food processing. It is not only a reliable guarantee of food safety, but also a simple, reasonable and professional quality control system. By monitoring and controlling microbial, chemical and physical contamination during production, processing, manufacturing, preparation and consumption, the probability of hazards is greatly reduced. It integrates food safety into the entire process of production design, rather than final product testing in the traditional sense, so that products are under control from land to table.

Jiabao Dairy determines the preventive measures and methods that should be taken by identifying and evaluating related hazards and risks in the production, distribution and use of products. Identify hazards and assess their severity; determine the critical control points required to control these hazards; specify operational controllable inspection standards for each critical control point; establish and implement an inspection system; inspect non-compliance indicators and propose Modify measures; verify the implementation of the system; collect and save records of all inspections and modification measures. Product sales can involve many aspects, from the selection and use of raw materials, product processing and production to the listing of finished products. We feel that the advantage of using HACCP is that a completely thorough HACCP study can identify the factors that directly affect the quality and safety of a product, thereby allowing commodity manufacturers to formulate their technical indicators most fully and effectively, and break them down and implement them.

International advanced equipment is a good platform for the operation of the HACCP system

The entire Jiabao production line is electronically monitored, realizing automated large-screen operation, and the degree of automation has reached the world's advanced level. The automatic milking equipment adopts the Swedish Alfa Laval herringbone "Milkling King". The automated cow feeding hall integrates feeding, water supply, ventilation, spraying and milking; the production equipment is imported from Germany's Combibloc and France's Baidu. Tetra Pak, Swedish Tetra Pak pillow, Japanese roof bag, etc.; spent huge sums of money to purchase a series of high-tech testing and inspection equipment. The DHI somatic cell detector and the B150 milk composition analyzer purchased from the United States are connected together, so that the health status and milk quality of each cow on the farm can be known at any time, thus ensuring the stable quality of raw milk; from the United States The purchased antibiotic content detector can detect 16 kinds of antibiotics, thus adding another line of defense to the quality of Jiabao milk; the latest product quality detector purchased from the United States, the FC bacteria detector, can detect 16 kinds of antibiotics within ten minutes. The microorganisms in the raw milk are decomposed and stained, and the number of single bacterial cells is detected. Compared with the traditional cell detection (the number of bacterial colonies is detected in 48 hours), the detection efficiency and accuracy are greatly improved. This controls the microorganisms in the raw milk and strictly prevents unqualified raw materials from flowing into the next process. While ensuring product quality, it also buys sufficient time for the freshness of the product.

After more than a year of operation, we have personally felt that through the use of the HACCP system, Jiabao's product quality and safety have entered the world's advanced ranks. But at the same time, we also believe that the HACCP method is not a panacea. This method is mainly used to provide information, and how to use this information to better control possible hazards is the key to solving the fundamental problem. In other words, the key lies in whether operators strictly abide by production operation requirements and management systems to ensure stable quality and traceability of each batch of products. At the same time, the information obtained should be analyzed and processed in a timely manner to focus on prevention.

Passing certification is not the goal, the key is consistent and uncompromising execution. Jiabao Dairy regularly organizes labor competitions such as "Product Quality Month" and "Safety Production Month". Through this long-term quality assurance competition, it strengthens the supervision of processing plants, dairy farming communities, milk collection stations, pastures, finished product warehouses, and raw materials. Inspection and management of various departments involved in product quality, including warehouses, and urge employees to strictly implement it in daily work.

The implementation of the HACCP system brings quality management into a new world

While strengthening product quality control and implementing the HACCP system, Jiabao Dairy has formed a three-level quality inspection structure. Immediately, a quality control center was established to strictly monitor the product quality and process flow of the entire company. Each production plant established a quality control department, and each workshop set up a dedicated quality control officer to monitor the entire milk supply and production process in the factory and workshop. Inspection, random sampling, strict operating procedures, strict process flow, strict implementation of standards, strict rules and regulations. Through the three-level quality inspection structure of "Quality Control Center-Quality Control Section-Quality Controller", we check and monitor each level.

Strengthen the management of production personnel. Implement self-control and self-inspection , self-inspection, and self-punishment system to improve the subjective initiative and sense of responsibility of production front-line personnel. They must stick to their posts and monitor the whole process on site. Once quality problems occur, penalties will be imposed from bottom to top. The responsible person and his/her team must first reflect on themselves and come up with corrective measures. Our opinions on punishment are reported step by step, and after approval by the competent authorities, the whole company is notified. If the understanding is not deep enough or the punishment is not strong enough, we must take it back and revise it and report it again until the best effect is achieved. This supervises our production staff. , always tighten the string of product quality, maximize potential, innovate ideas, improve process, and improve product quality.

Jiabao Dairy has regarded quality management as a concept for many years. The dairy industry has always regarded quality as the basis for enterprise development, adhered to the product concept of "taking quality as the foundation and surviving on quality", elevating simple "quality assurance" to complete "quality management" and emphasizing user satisfaction.

Integrate quality concepts into corporate culture.

"Discovering problems is about skill and responsibility; solving problems is about ability and professionalism; pursuing perfection is the highest state." This is Jiabao Dairy's explanation of product quality control work. If an enterprise wants to continue to grow bigger and stronger and achieve long-term sustainable development, product quality must not only form a system, but also form a culture, integrate quality awareness into the corporate culture, use culture to cultivate employees, and form employees' ideological concepts. Really integrate quality awareness into the hearts of every employee. "A century of integrity, quality first, scientific and technological innovation, striving for first-class excellence" is its quality policy, together with concepts such as "Quality is the life of an enterprise, and life is only once", as part of the company's corporate culture. By hanging slogans, corporate culture Instill in employees every day by organizing labor competitions, job competitions, quality assurance competitions and other activities. All employees in the processing workshop must line up in front of the workshop before officially going to work every morning. Led by the workshop director, they raise their arms and swear that "the company is in my heart and quality is in my hands." Through this subtle influence, quality is Incorporating awareness into corporate culture and cultivating quality concepts into corporate philosophy is a long-term plan for Jiabao Company to maintain product quality. Through scientific management methods, we constantly stimulate the subjective initiative of all employees and use continuous innovative thinking to improve product quality.

On August 11, 2004, the State Administration of Quality Supervision conducted a spot check on the quality of some dairy products across the country. Among the spot checks on 100 products from 40 companies in ten cities, Jiabao Dairy topped the list, which marked the Jiabao has truly become a brand that people can trust.

The Origin of Jiabao

In the history of ancient China, there are many records of drinking mare’s milk and cow’s milk. In particular, some ethnic groups who make a living as nomads have always had this living habit. . But it was after the Opium War in 1840 that the modern dairy farming and dairy processing industries were truly linked. With the invasion of foreign powers, China fell into a semi-feudal and semi-colonial society. The invasion of foreign cultures, especially the long-term settlement of missionaries in China, brought dairy farming technology and excellent dairy breeds to China. Dairy farming began to develop slowly in the earlier opened treaty ports and colonial spheres of influence. stand up.

According to the Jinan Municipal Chronicle in 1929, there was a Lin's Milk House in Dongguan, Jinan City at that time. It had been in business for more than 40 years and they provided raw milk to the citizens. We can learn from this that as early as around 1890, there were small-scale milk-feeding households in Jinan City, but they naturally had no direct relationship with the modern dairy industry.

In 1931 (some say 1932), five teachers from the Provincial Linyi No. 5 Middle School came to Jinan together. They are: Xu Meisheng, a native of Yishui, graduated from the Biology Department of Beijing Normal University and came to the province. Supervisor from the Department of Education; Gao Jixuan, a native of Rizhao County, graduated from the Physical Education Department of Beijing Normal University and came to the provincial stadium to serve as a coach; Suga San, a native of Yangxin County, graduated from the Engineering Department of Nanjing University; Wu Fanglin, a native of Yishui County, graduated from Jinling University English Department; Cao Zigu, a native of Changyi County, graduated from the History Department of Peking University. Jian, Wu and Cao came to Ji as middle school teachers.

At that time, Chinese warlords were fighting in a melee, and the people were in dire straits. Japanese militarism had penetrated deep into Northeast China, and the people, who were called the "sick men of East Asia" by the foreign powers, were living in dire straits. In order to do something practical for the sick and weak people, they were full of the ambition of "saving the country through industry" and resolutely decided to jointly set up a livestock farm, jumped down and did something practical to serve the country.

Five people pooled together 750 yuan for start-up expenses and rented an abandoned Baiyi Nunnery as the site. Raised 40 Swiss dairy goats. Everyone negotiated and proposed to call the "Five Big" ranches, and elected Wu Fanglin as the manager. The "Five Big" ranches are the predecessor of Jiabao Dairy.

The "Five Big" Ranches in the Early Years from 1933 to 1934

In 1933, they purchased 8.5 acres of land outside the Nanyu Gate of Zhongshan, built a farm, established an organization, and formulated charters. The purpose of the ranch is: "Develop animal husbandry, supply fresh milk, ensure the needs of infants, and promote the health of citizens."

According to the charter, the funds of the ranch are shared by five shares.

However, since the five of them were ordinary faculty members and could not come up with it at the moment, they decided after research and everyone tried their best to raise funds. The rest of their monthly wages are sent to the pasture. In addition, everyone also mobilized people from the education sector to adopt the form of current or regular savings. For every 200 yuan deposited, you can enjoy half a bottle of milk for free. According to the articles of association, the stock capital of the ranch at the end of 1934 was 1,500 yuan per share, totaling 7,500 yuan.

When the ranch was first established, it produced and sold goat milk. At first, goat's milk was packaged in soda bottles, which were available in two sizes: full bottles and half bottles. The full bottle sold for 10 cents and the half bottle sold for 5 cents. Later, the soda bottles were replaced by American-made glass bottles purchased from Shanghai. The large bottle held ten ounces and the small bottle held four ounces. At that time, dozens of kilograms of goat milk could be sold every day, and it was usually delivered to households twice a day by clerks carrying backpacks.

Dairy sheep are of Swiss breed. In order to avoid inbreeding, the ranch registers sheep, establishes card pedigrees, and implements selective mating. After selection and retention, the quality of dairy sheep has improved. The pasture also has a relatively reasonable system in terms of feeding management, variety improvement, disease prevention and control, etc. At the same time, the ranch also subscribes to some domestic and foreign newspapers and periodicals related to animal husbandry, and has joined the American Columbian Sheep Breeding Association.

After more than two years of operation, we found that dairy sheep are small livestock and are suitable for family raising but not suitable for ranching. Because sheep are raised in estrus according to the seasonal climate and cannot be controlled by humans, the supply of goat milk cannot change with changes in market supply and demand. So the ranch decided to change its business direction, raise cows, and sell milk. In 1935, the ranch transferred all its dairy goats to Nanjing Ranch and immediately started preparations for raising dairy cows.

The "Five Big" Ranches from 1935 to 1937

Qingdao is a prosperous trading port that opened earlier. It has a history of dairy business and Japanese businessmen who trafficked cows. . After investigation and research, the ranch decided to purchase cows from Qingdao. Therefore, the manager Wu Fanglin personally went to Qingdao to buy back cows with higher milk production and cheaper prices from Japanese pastures. In addition to keeping some of them, they also resold some in Jinan, thus making a lot of profits.

Cows are the foundation of the dairy industry. A standard cowshed was built on the ranch, and the drawings were designed by Americans. The cowshed is a single row, facing south, with sufficient light, complete ventilation equipment, underground pipes, and smooth drainage of feces and sewage. There is an automatic drinking fountain in the cow room. Each cow has a bowl. When drinking water, the cow sucks the water with its mouth and the water will flow out automatically. When it is not in use, the water will flow out automatically. The trough of the cow house is lower than the cow bed, and feed and roughage are fed separately three times a day: grass is fed first in the morning and afternoon, and then grass is fed in the evening. The feed standards and housing feeding methods are adopted from the United States. The main concentrates are bran, bean cake, corn flour, etc., and salt and bone meal are added when feeding. The amount of concentrate fed is related to the season and the strength of the cattle. Feed more to the weak in summer and less to the strong in winter.

The ranch attaches great importance to the selection and renewal of dairy cows. Among the cows raised, those that produce more than 40 kilograms of milk per day are kept and the rest are sold. In order to select the best for breeding, the ranch purchased a purebred Dutch bull from Qingdao and named it "Beiyang". In 1935, another bull was transported from the Japanese Royal Ranch and named "Toyo". Breeding of cattle on the pasture is strictly prohibited, and most of the male calves produced are slaughtered. High-yielding cows are required to have two litters every three years, and generally one litter a year. In this way, the cows will be strong, produce more milk, and breed high-quality offspring. At that time, the ranch could produce about 800 kilograms of milk per day. In order to improve feeding management and milking technology, manager Wu Fanglin also personally studied and mastered American animal husbandry scientific information and dairy cow feeding standards - this is its animal husbandry bible. According to the regulations of the ranch, the purchase and sale of cows must be approved by the manager, and the cattle registration book is controlled by the manager.

The ranch must be very strict about hygiene. The breeders wear white coats and two sets of work clothes each, and they change them in turns. The ranch also hired Japan's Sadajiro as a veterinarian. Since we have always attached great importance to the prevention of rinderpest and rinderpest, no major unexpected losses have occurred.

Pastures also have strict requirements for disinfection work. Milk buckets and bottles are sterilized with steam. After the milk is filtered with cotton wool, it is poured into a double-layer sterilizing pot and controlled by an automatic recorder.

Heat to 145~148 (Fahrenheit), keep warm for an hour, then cool with a cold radiator, automatically bottle, cap and seal (the cover is printed with "Five" trademarks, date of manufacture, etc.). The ranch attaches great importance to the quality of milk products. , if there is an odor, it will not be sold. The water used in the pasture is underground spring water excavated on the site. The pasture has also built a water tower and laid underground pipelines. Because the pasture has good sanitation facilities and complies with the regulations on dairy hygiene at that time, it was included in the evaluation. It once won the first place in North China.

Although the farm is small, the milk turnover process is very compact. The milk is milked three times a day and the milk is sterilized and bottled three times a day. The milk is delivered at four o'clock. The second time is at 8 a.m., and the milk that cannot be delivered will be delivered, and the milk that cannot be delivered will be stored in the refrigerator to be made into milk skin and cream; the third time will be at 4 p.m. The milk deliveryman will also deliver milk skin, cream, and other dairy products. For the convenience of users, all milk delivery accounts are registered. The milk delivery time is sometimes arranged according to the user's requirements. The user or special user will be notified by phone immediately. The user's milk payment will be recorded daily and settled on a monthly basis.

The requirements for milk deliverymen at the ranch are: to be well-educated, in good health, loyal and reliable, neatly dressed, modest and polite, and not allowed to smoke. They are also required to tell common sense about milk, such as how to use milk. and the deterioration process, etc., in order to serve users. The milkman's clothes are issued by the ranch, which are cotton in winter and single in summer, dark blue, with the "Five Ranches" emblem on the hat.

The ranch is operating day by day. Development. In 1935, the capital was approved based on five major stocks, with a total of 22,500 yuan per share. At the same time, there was an endless stream of investors from the education sector, with the amount reaching 50,000 yuan. A ranch was opened in Nanjing in 1937. Before the July 7th Incident, there were more than 50 cows on the ranch, with a daily milk production of about 1,200 kilograms and 30 employees.

The "Five" Ranches during the Anti-Japanese War

After the "July 7" Incident, in order to protect the safety of people and animals, the ranch was moved to Nanshan Valley. In order to stabilize the mood of the employees, field guards were issued Employees receive preferential shares of RMB 100 per share. At this time, due to the war, the ranch was in a difficult situation internally and externally: outsiders were unable to repay their savings, there was a backlog of dairy products, and the economy was in straits, unable to sustain the lives of people and animals. In order to reverse this difficult situation, the ranch opened a dairy sales department on Jingerwei 4th Road to sell hot milk, bread, etc., and the manager worked as a waiter to attract business. Milk and eggs, toasted brioche bread, toasted jam bread, hot snacks, scrambled eggs and a variety of fried rice.

In 1943, Jinan Tongli Ranch closed down due to poor management. The "Big Five" ranches took over Tongli Ranch using their power within the industry guilds. The company invested in and expanded the Tongli Canteen, which was originally located on Jingsan Road at Tongli Ranch, and hired lawyer Li Weilin as its manager. At the same time, the ranch also purchases the remaining milk from more than a dozen small ranches in the same industry at half price. There are now nearly 200 dairy cows in the "Big Five" pastures, with a daily milk sales of 3,000 to 5,000 kilograms.

The "Five Big" Ranches before and after the liberation of Jinan

After the victory of the Anti-Japanese War, during the Kuomintang rule, the situation was unstable and the market was depressed. The situation of the "Five Big" ranches took a turn for the worse. In April 1948, Wu Fanglin, Gao Jixuan, Li Weilin and others collected gold, cloth and other valuable materials that the ranch had stored for many years, and fled to Taiwan with their families. The ranch's finances were taken away by Wu, Gao and others when they fled south. It was also damaged by the Kuomintang garrison. People and animals were left homeless and dying. Most of the employees fled the farm.

After the liberation of Jinan, Xu Meisheng came to Jinan with the provincial government and was entrusted by the Industrial and Commercial Bureau to try to maintain the ranch. So he hired Qiu Weizhou and Zhou Shouwen as ranch managers and deputy managers, and borrowed money from many parties to maintain the ranch.

At the beginning of 1950, the ranch was changed to public ownership, and Xu Meisheng donated his share capital to the government. In October of that year, the ranch was returned to private ownership, and a shareholders' meeting was held to publicly recommend Li Jicang as the chairman of the "Big Five" ranch, and Xu Meisheng, Wu Lianjiu, Gao Gaoqian, and Hu Qijun (female) as directors.

In 1955, the "Big Five" ranch owners strived for a public-private partnership. With government approval, the ranch was merged into the municipal animal husbandry company in September.

At the time of joint venture, there were 60 employees and the daily sales volume was 5,000 kilograms of milk.

According to Mr. Wu Zhongdong, a veteran employee of Jiabao: "Around 1955, some of the dairy cows that were merged into the Shandong Military Region and the Railway Department, with the 'Five Big' ranches as the main components, were purchased from Qiulin Farm in Northeast China. 80 cows (Mr. Wu Zhongzhong was the accompanying breeder) were formed into Jinan Animal Husbandry Company through a public-private partnership."

Jinan Animal Husbandry Company and Jinan Animal Husbandry Industry and Commerce Company in the Era of Planned Economy In the thirty years from the late 1950s to the early 1990s, the company experienced the era of planned economy and was renamed Jinan Animal Husbandry Industry and Commerce Company in 1956. company. Gradually formed a pattern of three pastures and two milk processing plants (i.e. Jinan Dairy Factory and Milk Food Factory). The entire process from production to sales is carried out step by step according to the plans issued by superiors. Although the feeding level, processing scale, product types, etc. have developed to a certain extent, the development speed is extremely slow and still remains in the relatively primitive manual workshop. formula status. In that specific era, only a few people could drink milk, and they were a very special consumer group-infants, seriously ill patients, veteran cadres, etc. Most people could not or could not afford milk, and milk was also regarded as For advanced nutritional products. An elderly consumer recalled the time he queued up on Quancheng Road to buy milk for his children: After queuing for a long time before sunrise with the milk certificate issued by the trustee, when he got here, there was only one bottle left. And due to lax packaging, one third of it has been spilled. When he tried to change it, the waitress said in a loud voice with an ugly face: "Do you want it, or not? This half bottle is gone." So he quickly took it, because the children at home were still waiting for it to satisfy their hunger. This memory is very typical of the characteristics of milk sales in that era. It can be said that "the emperor's daughter has no worries about getting married." With the reform and opening up in the 1980s, the company's development gradually faced severe challenges. The old ideas and models have seriously restricted the company's further development. Farmers' individual cattle raising has developed rapidly, and they have begun to sell fresh milk in a flexible way. By the early 1990s, the development of the company was encountering many difficulties.

Note: This article is partially excerpted from Mr. Li Jicang's posthumous work "One Jinan "Five Majors"" (Jinan Municipal Chronicle Materials), compiled by Wang Qinghua. Mr. Li Jicang was an old employee of the "Big Five" ranches. After the founding of the People's Republic of China, he served as the deputy manager of Jinan Animal Husbandry Company. He died of illness in 1985.
