The construction of Taiyuan-Xinxiang comprehensive economic zone is an important decision made by the provincial party Committee and government from the strategic height of optimizing the new layout of regional coordinated development and promoting high-quality development in all directions. At present, Taixin Comprehensive Economic Zone has initially established a planning policy system with clear levels, reasonable structure and scientific use.

At the provincial level, the Spatial Strategic Plan of Taiyuan-Xinxiang Comprehensive Economic Zone of Central Shanxi Urban Agglomeration, the High-quality Development Plan of Taiyuan-Xinxiang Comprehensive Economic Zone of Central Shanxi Urban Agglomeration (2022-2035), and the implementation plans of 18 sub-fields such as industrial transfer, comprehensive transportation, ecological environment, cultural tourism and leisure were issued. At the municipal level, Taiyuan has issued the Spatial Development Strategic Plan of Taixin Comprehensive Economic Zone (Taiyuan Area) and the Spatial Development Strategic Plan of Dayu Industrial New Town, and compiled the Industrial Development Plan of Taiyuan Area. Xinzhou City has issued a high-quality development plan for Taixin Comprehensive Economic Zone (Xinzhou Area), and compiled a spatial development plan, a conceptual plan for the start-up area and an urban design plan. All county-level development plans have been completed, and the "1+3+N" planning system has basically taken shape.

"1" refers to the Guiding Opinions on Promoting the Economic Integration Development of Taixin Urban Agglomeration in Central Shanxi Province, which was issued by the provincial party committee and the provincial government on 202 1 and February 3 1. This is the action program of Thai-Thai economic integration development. The Guiding Opinions pointed out that on April 19, the Action Plan of Shanxi Taixin Economic Integration Development in 2022 was issued, and 36 tasks including major engineering projects, major initiatives and major policy mechanisms in 2022 were put forward to promote the project, engineering and inventory of the Guiding Opinions.

"3" refers to the "three levels and three categories" planning system, that is, the planning system covering provinces, cities and counties (cities and districts) is established, which is oriented by development planning, based on spatial planning and supported by special planning, and forms a planning system with accurate positioning, clear boundaries, complementary functions and unified connection. By the end of September, the "three levels and three categories" program has been basically completed and is being issued according to procedures.

"N" refers to the special supporting policies and measures, including the published special implementation plans for nine sub-fields such as Beijing-Tianjin-Hebei industrial transfer, new materials, comprehensive transportation network, ecological environment, medical insurance, and social security services for the convenience of the people, as well as the special work plans issued by the provincial procuratorate, the provincial department of culture and tourism, the provincial financial office, the Taiyuan Central Branch of the People's Bank of China, and the provincial communications administration.
