In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and further strengthen the management of funds for Party building activities of grass-roots party organizations in colleges and universities, these measures are formulated according to the relevant requirements of the Notice of the Organization Department of Beijing Municipal Committee and the Beijing Municipal Finance Bureau on Printing and Distributing (J.G.T. Article 1 These Measures shall apply to the Party building activities carried out by the grass-roots Party organizations affiliated to the College with financial funds.

Article 2 The principles for grass-roots party organizations to use funds for party building activities:

(1) Based on branches. It is necessary to ensure that the funds are used for grassroots party organizations, especially for the normal work and activities of party branches.

(2) serving the grassroots. It is necessary to ensure that the funds are used for the work and activities of grassroots party organizations to strengthen education management in party member, enrich organizational life and serve party member.

(3) Overall arrangement. When using funds for party building activities, we should practice strict economy, oppose waste, make overall use of financial funds and party membership fees, work out plans on an annual basis according to the requirements of party building work and actual work, and implement the management of examination and approval for the record.

(4) earmarking. It is necessary to ensure that funds are used strictly in accordance with the prescribed scope, and no department or individual may misappropriate or occupy them.

Article 3 The funds for party building activities of grass-roots party organizations shall be paid from the business funds. The funds for party building activities of grass-roots party organizations shall be approved according to the annual per capita of party member in the College not less than that of 300 yuan, and the number of party member shall be subject to the registration of party member on June 65438+February 3 1 day every year. 60% of the funds are allocated to the Party branch and 40% to the General Party Branch.

Article 4 The scope of use of funds for party building activities of grass-roots party organizations:

(three) in recognition of advanced grassroots party organizations, outstanding party member and outstanding party workers.

(four) the meeting fees, printing fees, labor fees and other expenses incurred in the change of party organizations, the transfer of organizational relations, the equipment of party flag and party emblem, and the investigation and research of party building work.

(five) visits, condolences and subsidies to party member and party member. When visiting party member and party member, which have difficulties in life, it is generally organized by the Party Committee of the College to determine the object of payment and the amount of expenses strictly in accordance with the prescribed scope, which shall be charged from the party dues retained by the College. Second-level party organizations need to buy condolences to visit party member, who is sick and has difficulties in life, and generally does not exceed 300 yuan/time.

(6) Lease, repair and maintain the activity places of Party organizations, build and purchase necessary activity facilities, and develop and maintain the information platform for Party building work.

Article 5 The funds for party building activities of grass-roots party organizations can be used to organize various kinds of party building activities, including: car rental, intercity transportation, meals, accommodation, venue fees, lecture fees, information fees, admission fees, explanation fees, etc.

(a) the car rental fee refers to the car rental fee incurred by collective travel to carry out party building activities.

(2) Inter-city transportation costs refer to the inter-city transportation costs incurred in carrying out party building activities outside the permanent residence.

(3) Meal expenses refer to the meal expenses incurred in the process of party building activities.

(four) accommodation refers to the cost of renting a room during the party building activities.

(five) the venue fee refers to the meeting room and venue rent for party building activities.

(six) the lecture fee refers to the fees paid by hiring teachers to teach in party member.

(seven) the data fee refers to the training materials purchased and printed for learning and education in party member.

(eight) the ticket fee refers to the ticket fee purchased by party member during the study and visit activities.

(nine) the explanation fee refers to the cost of hiring professionals to explain during the study and visit in party member.

Article 6 The following standards shall be applied to the use of funds for party building activities of grass-roots party organizations according to expenditure items.

1. car rental fee, referring to the relevant provisions of Beijing municipal government on purchasing car rental, with the assistance of logistics management office, contact the designated service organization for bidding, and implement according to the standard.

2. The inter-city transportation and accommodation fee shall be implemented according to the Measures for the Administration of Travel Expenses of Party and Government Organs and Institutions in Beijing (Jingcai Party Group 176 [2065438]No.) and the Notice of the Ministry of Finance on Printing and Distributing (Caihang 7 1 [2065438]No.).

3. Meal expenses shall be reimbursed within the standard of travel expenses and food subsidies according to the Administrative Measures for Travel Expenses of Party and Government Organs in Beijing (Cai Jing DangZhengqun [2065 438+04] 176), and individuals shall not receive food subsidies. The meal fee shall not exceed 130 yuan per person per day, and each meal shall not exceed 52 yuan.

4. The venue fee (conference room and event venue rent) shall not exceed 50 yuan every half day.

5. The lecture fee shall be implemented according to the Administrative Measures of Beijing Municipality on Training Fees of Party and Government Organs and Institutions (J.C.Y.Y. [2065438+07]1389).

6. Information fees, ticket fees, explanation fees and other related expenses shall be reimbursed according to the facts after approval.

Article 7 To carry out party building activities, we should enhance party member's political consciousness, overall situation consciousness, core consciousness and conformity consciousness, and at the same time pay attention to the combination with the central work, quality effect and prevent formalism.

(a) to carry out party building activities, we should enrich the carrier, enhance the political nature, reflect the sense of solemnity, make the activities have a "party flavor", so that party member can get exercise and edification, enhance the sense of belonging to the party organization, and enhance the cohesion and influence of the party organization.

(two) to carry out party building activities, we should adjust measures to local conditions, make full use of local conditions, and give priority to the use of internal resources of the college; In principle, every grass-roots party organization shall not carry out party building activities outside its permanent residence more than once every two years; It is necessary to strictly control the renting of venues to hold activities. If you really need to rent, you must choose a safe, economical and convenient venue.

(3) to carry out party building activities, we should travel collectively according to the actual situation. If it is really necessary to rent vehicles, buses and buses shall be rented according to the number of people, and cars (5 seats or less) shall not be rented in line with the principle of strict economy. A few party branches should jointly carry out activities and rent cars with other party branches under the guidance of the General Party Branch. To carry out party building activities outside the permanent residence, it is generally not allowed to fly, but to take the hard seat of the train (hard seat, hard sleeper), the second-class seat of the high-speed rail/motor train, the second-class soft seat of the whole train, and the third-class cabin of the ship (excluding tourist boats).

(four) to carry out party building activities, we must strictly abide by the spirit of the eight central regulations and strictly implement the rules of honesty and self-discipline. It is strictly forbidden to arrange public travel in the name of party building activities; It is strictly forbidden to carry out party building activities in scenic spots explicitly prohibited by the CPC Central Committee and the State Council; It is strictly forbidden to organize dinners or arrange banquets in the name of party building activities; It is strictly forbidden to organize high-consumption entertainment and fitness activities; It is strictly forbidden to purchase fixed assets such as computers, photocopiers, printers and fax machines and other expenses unrelated to party building activities; It is strictly forbidden to withdraw funds to set up a "small treasury"; It is strictly forbidden to issue any form of personal allowance; It is strictly forbidden to transfer and misappropriate funds for party building activities.

Article 8 Plan management and reimbursement settlement of funds for party building activities.

(1) Grass-roots party organizations use funds for party building activities, and prepare plans for party building activities according to the year (including content, form, time, place, quantity, required funds and disbursement channels, etc.). ), fully listen to party member's opinions, and after discussion by the Party branch or the Party branch committee, report them to the higher party organizations for review (the Party branch reports to the Party branch, and the Party branch and its directly affiliated branches report to the Party Committee Organization Department). The general party branch and the directly affiliated party branch shall submit the annual party building activity plan to the Party Committee Organization Department before March 15 every year.

(2) The Organization Department of the Party Committee shall summarize and review the annual party building activity plan of grass-roots party organizations, and report it to the Party Committee for approval after being reviewed by the financial department. It is necessary to strictly control the scale, time and quantity of party building activities outside the permanent residence.

(three) approval before use. Grass-roots party organizations incorporate the funds for party building activities into the open content of party affairs, which is consistent with the plan of party building activities. The use of funds for party building activities needs to fill in the approval form for the use of funds for party building activities, indicating the purpose (including theme, content, form, time, place, number of people, etc.). ) and the budget amount. Expenditure of less than 5,000 yuan shall be studied and preliminarily examined by each party branch (directly under the Party branch), signed by the party branch secretary and stamped with the official seal of the party branch, and submitted to the Party Committee Organization Department for approval. The reimbursement documents shall be signed by the manager, the recipient, the secretary of the Party branch and the person in charge of the organization department of the Party committee; Expenditures from 5000 yuan (inclusive) to 30000 yuan (inclusive) shall be reported to the leaders of the competent hospital for examination and approval in addition to the above-mentioned examination and approval procedures; If the expenditure exceeds 30,000 yuan, it must be reported to the main person in charge of the party Committee of the hospital for approval; Important projects and large amounts need to be decided by the Standing Committee of the Party Committee through collective research.

(4) mode of expenditure. The expenses of party building activities generally include three ways: check, transfer and remittance, and official card payment. If the manager incurred expenses below 500 yuan in places where credit card conditions are not available and settled in cash, he must apply in advance in accordance with the relevant regulations of the College. When reimbursing, you should hold the certificate issued by a place without credit card conditions, fill in the Expenditure Voucher of Beijing Agricultural Vocational College and the Settlement Approval Form for Unused Business Cards, and go through the cash reimbursement procedures after approval.

(5) Reimbursement process. When reimbursing, the standard approval and reimbursement process should be performed, and legal original bills should be used for accounting. For specific reimbursement requirements and specifications, please refer to the Financial Approval Reimbursement Manual of Beijing Agricultural Vocational College (Trial). Important projects and large expenditures need to be attached to the minutes of the meeting of the Standing Committee of the Party Committee of the College.

Article 9 It is necessary to strengthen the management of funds for party building activities of grass-roots party organizations, establish special account books for funds for activities of grass-roots party organizations, and designate special persons to be responsible for the use and management of funds.

First, expand the autonomy of fund management of scientific research projects.

(1) Simplify budgeting. Further streamline the subjects of consolidated budget preparation, and prepare direct cost budget according to three categories: equipment cost, business cost and labor cost. Except for the equipment cost of more than 500,000 yuan, other expenses only provide basic calculation instructions, and there is no need to provide details. Computing equipment and software tools can be included in the equipment fee. Combine the project review with the budget review, and the project management department will conduct the budget review simultaneously during the project review. The focus of budget evaluation is the target relevance, policy consistency and economic rationality of the project budget, and the meticulous budget preparation should not be taken as a factor of budget evaluation. (2) Decentralize the right of budget adjustment. All the power to adjust the equipment budget is delegated to the project undertaker, and the budget increase is no longer approved by the project management department. The project undertaker should consider the actual needs of the existing equipment configuration and scientific research projects as a whole, and handle the adjustment procedures in time. Other expenses except equipment expenses are transferred by the project undertaker to the project leader, who will arrange them independently according to the actual needs of scientific research activities. (3) Expand the scope of implementation of the fund contract system. Talents and basic research scientific research projects are subject to fund contract system, and project budgets are no longer prepared. The person in charge of the project will decide the use of the project funds independently on the basis of the commitment to abide by the requirements of scientific research ethics, study style and integrity, and all the funds will be used for the expenditures related to the research work of this project. Encourage relevant departments and localities to carry out pilot funding contract system in independent legal research institutions engaged in basic, cutting-edge and public welfare research. Second, improve the funding mechanism of scientific research projects.

(4) Reasonably determine the appropriation plan. The project management department should make a reasonable allocation plan and allocate funds in time according to the characteristics, research progress and capital demand of different types of scientific research projects. The proportion of the first allocation of funds should fully respect the opinions of the project leaders and effectively protect the needs of scientific research activities. (5) Accelerate the disbursement of funds. The Ministry of Finance and the project management department can pre-allocate scientific research funds before the departmental budget is approved. The project management department should strengthen the connection between fund allocation and project establishment, and allocate funds to the project undertaker within 30 days after the signing of the project task book. The project lead unit shall timely allocate funds to the project participants according to the opinions of the project leader.
