(11) Anyone who burns branches, leaves, garbage or other waste in open places or garbage collection containers shall be fined not less than 50 yuan but not more than 200 yuan.

Article 52: Buildings or facilities that violate the provisions of these Measures and do not meet urban appearance standards and environmental sanitation standards shall be ordered by the administrative department for urban appearance and environmental sanitation in conjunction with the administrative department for urban and rural planning to order the relevant buildings or facilities to Units and individuals must be renovated or demolished within a time limit; if they are not renovated or demolished within the time limit, with the approval of the people's government at or above the county level, the administrative department for urban appearance and environmental sanitation or the administrative department for urban and rural planning may organize compulsory demolition, and may be fined 3,000 yuan or more. Fines of up to 10,000 yuan.

Article 53 If any person violates the provisions of these Measures and damages the appearance of the town or environmental sanitation facilities, the party concerned shall restore it to its original state; if any loss is caused, he shall bear liability for compensation according to law.

Anyone who illegally purchases manhole covers, ditch covers, rain grates and other facilities shall be punished by the public security department in accordance with relevant laws and regulations; if a crime is constituted, criminal liability shall be pursued in accordance with the law. Anyone who obstructs staff members of the administrative departments of urban appearance and environmental sanitation or urban management and administrative law enforcement agencies from performing official duties in accordance with the law shall be punished by the public security department in accordance with the law; if it constitutes a crime, criminal responsibility shall be pursued in accordance with the law.

Article 54 In cities, counties, and towns that implement relatively centralized administrative penalty powers, the administrative penalties stipulated in these Measures shall be implemented by the urban management and administrative law enforcement agencies in accordance with the responsibilities determined by the State Council or the Provincial People's Government.

Article 55 Staff members of the administrative departments for urban appearance and environmental sanitation and urban management administrative law enforcement agencies who commit any of the following acts during the management of urban appearance and environmental sanitation shall be punished in accordance with the law ;If a crime is constituted, criminal liability shall be investigated in accordance with the law:

(1) Failure to carry out administrative law enforcement in accordance with statutory duties or legal procedures;

(2) Failure to respond to reports or complaints that should be accepted Not accepting the report or complaint or not investigating or handling the accepted report or complaint;

(3) Beating, scolding, threatening or insulting the party concerned;

(4) Deliberately damaging or handling without authorization Or misappropriating the parties' belongings;

(5) Making things difficult for the parties by eating, taking, blocking, demanding, etc.;

(6) Other dereliction of duty, abuse of power, and malpractice for personal gain Behavior.

Chapter 6 Supplementary Provisions

Article 56 These Measures shall come into effect on March 1, 2010. The "Measures of Shandong Province for the Implementation of the "Urban City Appearance and Environmental Sanitation Management Regulations" (Lu Zhengfa [1995] No. 49) promulgated by the Shandong Provincial People's Government on May 2, 1995 were abolished at the same time.
