Article 3 People's governments at all levels should strengthen the organization and leadership in optimizing the business environment, establish and improve the working mechanism, strengthen the allocation of personnel and the guarantee of funds, improve the policies and measures for optimizing the business environment, coordinate and solve major problems in a timely manner, and incorporate the work results into the government performance evaluation. The principal responsible persons of people's governments at all levels are the first responsible persons to optimize the business environment.

Article 5 Actively connect with Guangdong-Hong Kong-Macao Greater Bay Area, fully integrate into the development of the Yangtze River Economic Belt, and strengthen business environment exchanges and cooperation with other provinces and cities.

support the healthy development of the private economy, publish the Top 1 Private Enterprises in Sanxiang, select the New Hunan Contribution Award, strengthen the construction of service institutions for private enterprises in the province, compile a policy manual for supporting private enterprises, strengthen the deliberation and coordination mechanism for optimizing the economic development environment in the province, and improve the platform for transforming scientific and technological achievements and the regional equity market.

Chapter II Market Environment Article 9 People's governments at all levels and relevant departments shall strictly implement the national unified negative list system for market access, and shall not separately formulate negative lists of market access nature. The people's governments at or above the county level shall investigate and clean up all kinds of explicit and implicit barriers to market access, and smooth the feedback channels and response mechanisms of market participants on access barriers. Article 1 The people's governments at or above the county level and their relevant departments shall optimize the service of enterprise start-up, promote the standardization and standardization of enterprise start-up, and realize one entry and exit, one notification, one window acceptance, one set of forms, one collection, one online service and one delivery.

promote the establishment registration of enterprises, the engraving of official seals, the application for invoices (including tax-controlled equipment) and the registration of enterprises' participation in insurance, the registration of housing provident fund enterprises' deposit, the appointment of bank accounts and other matters to form one thing, and the whole process can be handled online and completed at one time.

the people's governments at or above the county level and their relevant departments should implement measures such as "separation of licenses" and explore the integration of multiple access licenses for an industry into one comprehensive license, so as to provide convenience for enterprises to carry out related business activities after obtaining business licenses.
