Chapter 1 General Provisions

Article 2 These Measures apply to grid-connected photovoltaic power station projects and distributed photovoltaic power generation projects.
Article 3 The energy administrative department of the State Council and its dispatched agencies shall supervise the grid connection, operation, transactions, information disclosure, etc. of photovoltaic power generation projects in accordance with these Measures.
Any unit or individual who discovers any violation of these Measures and relevant national regulations may complain and report to the energy administrative department of the State Council and its dispatched agencies, which shall handle the matter in accordance with the law.
Article 4 Photovoltaic power generation project operating entities and power grid enterprises shall abide by the power business licensing system, carry out photovoltaic power generation-related businesses in accordance with the law, and accept the supervision of the energy department of the State Council and its dispatched agencies.
Chapter 2 Supervision Content
Article 5 The energy administrative department of the State Council and its dispatched agencies shall supervise the implementation of the electricity licensing system of photovoltaic power generation project operating entities and power grid enterprises.
Except for photovoltaic power generation projects that are exempted from power business licenses in accordance with regulations, other grid-connected photovoltaic power generation project operators should apply for a power business license.
Licensed operating entities shall maintain the licensing conditions. If any licensing items or registration items change, they shall go through the change procedures in accordance with regulations.
Article 6 The energy department of the State Council and its dispatched agencies shall supervise the quality of photovoltaic power generation in accordance with relevant regulations.
The power quality of photovoltaic power generation grid connection points should comply with national standards to ensure reliable operation of the power grid.
Article 7 The energy administrative department of the State Council and its dispatched agencies shall supervise the construction of supporting power grids for photovoltaic power generation.
The photovoltaic power generation projects connected to the public power grid, the connection system engineering and the public power grid transformation caused by the connection shall be invested and constructed by the power grid enterprises. For photovoltaic power generation projects connected to the user side, the connection system engineering is invested and constructed by the project operator, and the part of the public power grid transformation caused by the connection is invested and constructed by the power grid enterprise.
Article 8 The energy administrative department of the State Council and its dispatched agencies shall supervise the situation of photovoltaic power generation grid-connected services.
Power grid enterprises should establish and improve the grid connection service process for photovoltaic power station projects in accordance with the principles of active service, simplicity and efficiency, and provide grid connection process descriptions, relevant policy explanations, grid connection work progress inquiries and cooperation Network debugging and acceptance services.
Power grid enterprises should provide convenient conditions for the access of distributed photovoltaic power generation, and provide services throughout the entire process of grid connection application acceptance, access system plan formulation, contract and agreement signing, grid connection acceptance, and grid connection commissioning. Article 9 The energy administrative department of the State Council and its dispatched agencies shall supervise the time limit of photovoltaic power generation and grid connection.
The time limit for grid connection of photovoltaic power station projects shall be implemented in accordance with relevant regulations of the National Energy Administration.

Article 10 The energy administrative department of the State Council and its dispatched agencies shall supervise the signing, execution and filing of power purchase and sale contracts and grid connection agreements for photovoltaic power generation projects.
Power grid enterprises should sign power purchase and sale contracts and grid-connected dispatch agreements with photovoltaic power station project operators. The contracts and agreements should be signed in compliance with relevant national regulations, and should be reported to the State Council Energy Bureau within 10 working days after the contracts and agreements are signed. The competent department shall send an office for filing. The energy authorities of the State Council will formulate separate templates for photovoltaic power plant power purchase and sale contracts and grid-connected dispatch agreements in conjunction with the national industrial and commercial administration departments.
Power grid enterprises should promptly sign grid connection agreements and power purchase and sale contracts with distributed photovoltaic power generation project operators in accordance with relevant regulations.
Article 11 The energy administrative department of the State Council and its dispatched agencies shall supervise the priority dispatching of photovoltaic power generation by power dispatching agencies.
Power dispatching agencies shall prepare power generation dispatching plans and organize their implementation in accordance with national regulations on the integration of renewable energy power generation into the grid. Power dispatching agencies shall not limit photovoltaic power generation output except due to force majeure or circumstances that endanger the safety and stability of the power grid.
Situations that endanger the security and stability of the power grid as referred to in these Measures shall be identified by the energy administrative department of the State Council and its dispatched agencies.
Operators of photovoltaic power generation projects shall abide by the relevant regulations on grid-connected operation and management of power plants, obey dispatching commands, and execute dispatching orders.
Article 12 The energy administrative department of the State Council and its dispatched agencies shall supervise the purchase of photovoltaic power generation by power grid enterprises.
Power grid enterprises should fully purchase the grid-connected electricity generated by photovoltaic power generation projects within the coverage of their power grids.
If the full amount cannot be purchased due to force majeure or circumstances that endanger the safety and stability of the power grid, the power grid enterprise shall promptly notify the photovoltaic power generation project operator in writing of the time and reasons for the failure to fully connect to the grid, and report it to the agency dispatched by the energy authority of the State Council. Filing.
Article 13 The energy administrative department of the State Council and its dispatched agencies shall supervise the operation and maintenance of photovoltaic power generation connected to the grid.
The operator of the grid-connected photovoltaic power station project is responsible for the operation, maintenance and management of the collection lines and booster stations within the photovoltaic power station site. Distributed photovoltaic power generation project operating entities can be responsible for the operation, maintenance and project management of photovoltaic power generation equipment under the guidance of power grid enterprises.
Article 14 The energy administrative department of the State Council and its dispatched agencies shall supervise the measurement of photovoltaic power generation and grid-connected power in accordance with relevant regulations.
In principle, the grid-connected electricity metering point for photovoltaic power station projects is set at the property rights boundary to measure the project's grid-connected electricity. The power grid enterprise is responsible for regular testing and calibration. The device configuration and testing should meet the relevant national and industry technical standards and regulations on electricity measurement.
Power grid enterprises should install two sets of metering devices for distributed photovoltaic power generation projects to measure all power generation and grid-connected power separately.
Article 15 The energy administrative department of the State Council and its dispatched agencies shall supervise the settlement of photovoltaic power generation charges.
The electricity bill settlement for photovoltaic power generation projects shall be carried out in accordance with relevant regulations. If natural persons are the main operating entities, power grid enterprises should try their best to simplify procedures and provide convenient settlement services.
Article 16 The energy administrative department of the State Council and its dispatched agencies shall supervise the payment of subsidies for photovoltaic power generation.
Power grid enterprises should transfer subsidy funds in a timely and full amount in accordance with the subsidy standards approved by the state.
Chapter 3 Supervision Measures
Article 17 The agencies dispatched by the energy authorities of the State Council and the provincial energy authorities shall strengthen the sharing of photovoltaic power generation project management and supervision information to form a A working mechanism of organic collaboration and division of labor.
Article 18: Power grid enterprises shall submit the following information on a quarterly basis to the agencies dispatched by the energy administrative department of the State Council in their respective regions:
1. The grid connection status of photovoltaic power generation projects, including access voltage level, access capacity, grid connection time, etc.
2. Grid-connected transaction status of photovoltaic power generation projects, including power generation, self-consumption, grid-connected power, online purchased power, etc.
3. Important problems encountered during the grid-connected operation of photovoltaic power station projects, etc.
Grid-connected photovoltaic power station operators should regularly report operational information in accordance with relevant regulations on industrial monitoring and quality supervision, and promptly report accidents and important issues to the energy authorities of the State Council of the province (city) where they are located. The energy administrative department of the State Council and its dispatched agencies may require photovoltaic power generation operating entities and power grid enterprises to submit other documents and materials related to regulatory matters based on the need to perform regulatory duties.
Article 19 The energy administrative department of the State Council and its dispatched agencies may take the following measures to conduct on-site inspections:
1. Enter grid-connected photovoltaic power stations and power grid enterprises for inspection;
2. Ask the staff of photovoltaic power generation projects and dispatching agencies to explain relevant inspection matters;
3. Check and copy documents and information related to inspection matters, and seal documents and information that may be transferred, concealed, or damaged;
4. For illegal acts discovered during inspections, they have the right to correct them on the spot or require them to be corrected within a time limit.
Article 20 If the operator of the photovoltaic power generation project and the power grid enterprise cannot reach an agreement on grid connection, which affects the normal conduct of power transactions, the energy department of the State Council and its dispatched agencies shall coordinate; if the agreement still cannot be reached after coordination If there is an agreement, the energy administrative department of the State Council and its dispatched agencies shall make a ruling in accordance with relevant regulations.
If disputes arise between power grid enterprises and photovoltaic power generation project operators over the performance of contracts, they may apply for mediation to the energy authority of the State Council and its dispatched agencies.
Article 21 The energy administrative department of the State Council and its dispatched agencies may disclose to the public the status of photovoltaic power generation operations across the country and the implementation of relevant national renewable energy policies and regulations by power enterprises.
Article 22 If power grid enterprises and photovoltaic power generation project operators violate the provisions of these Measures, the energy administrative department of the State Council and its dispatched agencies may, in accordance with the "Renewable Energy Law of the People's Republic of China" and " Electricity Supervision Regulations and other regulations to hold them accountable.
If a power grid enterprise fails to complete the purchase of renewable energy power in accordance with regulations, causing economic losses to photovoltaic power generation project operators, it shall bear liability for compensation in accordance with the "Renewable Energy Law of the People's Republic of China".
Chapter 4 Supplementary Provisions
Article 23 The National Energy Administration is responsible for the interpretation of these Measures, and each local agency may formulate regulatory implementation details based on local actual conditions.
Article 24 These Measures shall come into effect on the date of promulgation and shall be valid for 3 years.
