The cross-region operation permit for agricultural machinery is not an administrative license. According to the relevant information on the official website of the National People's Congress of China, the agricultural machinery cross-regional operation license is not an administrative license. The 2002 edition of the "Agricultural Law of the People's Republic of China", Article 20, reads: "The state encourages and supports farmers and agricultural production and operations. Organize the use of advanced and applicable agricultural machinery, strengthen the safety management of agricultural machinery, and improve the level of agricultural mechanization. The state provides support to farmers and agricultural production and operation organizations in purchasing advanced agricultural machinery." It is clear that departmental regulations do not have the right to set administrative licensing authority, and administrative licensing for work permits does not comply with current legal regulations.
