What should be done to control smoking and limit alcohol?

All party and government agencies will be built as smoke-free party and government agencies, and the achievements in creating smoke-free medical and health institutions and smoke-free schools will be consolidated; public places and workplaces will be promoted to be completely smoke-free, and all government officials and medical staff will be prohibited from smoking. Leaders and teachers should take the lead in not smoking in public places and set an example for the whole society; strengthen publicity and education on harmful drinking, guide the people not to drink, drink less, and not drink too much, and advocate alcohol dealers not to sell alcohol to minors.
