One is to raise awareness and strengthen leadership.

At the district and office levels, the first-in-command responsibility system is fully implemented, and the main leaders are commanded by the front, making overall arrangements and scientific scheduling, quickly launching relevant plans, and fully entering the typhoon emergency state. Before the arrival of the strong typhoon, all rural roads, bridges and other projects under construction stopped, all tower cranes, supports, billboards, light poles, poles and other aerial work facilities were reinforced or dismantled, all materials and equipment in low-lying areas were protected and transferred, and construction personnel were properly placed to ensure safety; Strengthen the water traffic safety precautions in the jurisdiction, notify China Shipping Tourism and other related transport (tourism) ships, construction ships and personnel on board to take shelter from the wind and go ashore according to the requirements of the port and shipping departments, and pay attention to the anchoring and reinforcement of the facilities on board; Strengthen the safety management of road transport vehicles. Relevant passenger lines and vehicles should be adjusted or suspended in time to avoid typhoon-affected areas. Arrange and prepare 2 buses and 2 trucks (subject to the dispatch of the district flood control headquarters, and increase vehicles when necessary) for transporting emergency materials and emergency rescue and disaster relief; Strengthen highway inspections, effectively implement anti-destruction measures, take emergency measures such as temporary site cleaning, drainage and dredging, covering waterproof canvas and temporary reinforcement, strengthen anti-destruction management of water damage points, and prevent secondary damage.

(3) Urban drainage

1, six drainage and water blocking checkpoints were dredged by laying huanghe road No.4 municipal rainwater pipeline, opening the open drainage ditch on the north side of the west end of huanghe road 1 and cleaning the water blocking obstacles in Ma Bao ditch. Through bidding, three municipal pipeline dredging teams were organized to dredge all municipal rainwater pipelines with serious siltation on the main road in the built-up area of the development zone, and to clean the manhole, rainwater grate and rainwater branch pipes. Up to now, more than 32,000 meters of municipal rainwater pipes have been dredged, more than 365,438 rainwater inspection wells and more than 6,200 rainwater collection wells have been cleared, and the drainage capacity of the pipe network has been significantly enhanced. 2. On August 7, Yin Meiying, deputy secretary of the Party Working Committee and deputy director of the Management Committee, led a team to inspect all schools in the area, requiring all schools to conduct comprehensive overhaul and maintenance of school buildings, courtyard walls and circuits, and to conduct a comprehensive inspection of school publicity windows, slogans, billboards, sculptures and flagpoles. In order to be foolproof, the district education bureau quickly issued a notice to suspend classes in kindergartens and postpone teacher training, putting personal safety first.

The nursing homes in various offices conducted a comprehensive investigation of dangerous old houses. (5) Construction site

Supervise the construction team to strengthen the inspection and reinforcement of tower cranes, supports, foundation pits, protective nets and other facilities and equipment that endanger personal safety in construction projects within the jurisdiction. Construction is prohibited during typhoons, and construction personnel are prohibited from entering and leaving the construction site during typhoons. Evacuate the construction workers living in dangerous sheds to ensure that the construction site is foolproof. Conduct a comprehensive investigation of large advertising billboards used in the area, and inform the implementation door by door.
