These implementation rules are now formulated in accordance with the spirit of the "Urban City Appearance and Environmental Sanitation Management Regulations (Trial)" issued by the Ministry of Urban and Rural Development and Environmental Protection of the People's Republic of China and the actual situation of our city. Article 2 The guidelines for the management of urban appearance and environmental sanitation are: comprehensive planning, rational layout, integration of specialized groups, comprehensive management, beautifying the environment, and benefiting the people. The tasks of urban appearance and environmental sanitation management are: to ensure that in urban construction and management, beautify the city appearance, properly dispose of waste, prevent environmental pollution, create a civilized and tidy living environment, protect people's health, and promote the development of national modernization. Article 3 All units and individuals in the city have the right to enjoy good city appearance and environmental sanitation, and also have the obligation to maintain and improve city appearance and environmental sanitation. Article 4 The construction of city appearance and environmental sanitation undertakings in cities (including counties under municipal jurisdiction) must be incorporated into urban planning and the economic and social development plans of the municipal, county (district) people's governments. Article 5 All county (district) governments and relevant departments should jointly carry out the "Five Lectures, Four Beauties and Three Loves" activities and the patriotic health campaign, vigorously publicize the management regulations and scientific knowledge of city appearance and environmental sanitation, and establish communist moral concepts. , abide by public order and social ethics, cultivate good customs and habits of loving cleanliness and respecting hygiene, and establish a new trend of maintaining urban appearance and environmental sanitation. Chapter 2 Management of City Appearance and Environmental Sanitation Article 6 City street-facing units, business stations and residents must regularly repair and decorate their buildings, facades, advertisements, showcases, signboards, slogans, etc., and keep them clean, beautiful and intact at all times. . At the same time, we must be responsible for improving surrounding sanitation and greening work. No unit or individual is allowed to pile garbage, filth, packaging items and various unsightly items on balconies, windows and on both sides of the street. Article 7 Maintain environmental sanitation in public places

1. Airports, stations (including bus terminals), parking lots, docks, theaters, exhibition halls, green belts, stadiums ( Public places such as playgrounds, parks, shopping malls, etc. should have garbage containers set up by their own units and be assigned dedicated personnel to clean and clean them.

2. Stores and approved stalls that sell vegetables, fruits, food, eggs and other items must set up their own garbage containers, collect fruit peels and cores, popsicle paper, vegetable leaves, packaging Boxes, waste paper, cigarette butts, leftovers, wastewater and other waste. Stores and stalls should be designated with designated personnel to clean according to the prescribed cleaning range to keep the surrounding environment clean and tidy. Farmers' markets, comprehensive markets, and vegetable markets are managed by the industrial and commercial administration departments and vegetable companies, and designated personnel are responsible for cleaning.

3. At urban docks, the shipping department is responsible for water sanitation. Article 8 When building and constructing units in urban areas and towns, they must strictly abide by the "Kunming Municipal Administration Regulations", consciously maintain the cleanliness of the city appearance and environmental sanitation, and achieve the following:

1. Landscaping Departments and relevant units should keep trees, hedges, flower beds, and lawns along the streets clean and beautiful. Waste branches and debris generated during cleaning and renovation operations should be sent to designated locations.

2. The sludge removed from sewers must be transported in containers and removed from the site in a timely manner. Polluted roads must be flushed with water in a timely manner.

3. If the construction operation needs to break the circuit and affect the removal of garbage and feces, the construction unit shall report to the environmental sanitation management station in the jurisdiction in advance, and only after approval and proper measures are taken, the construction operation can be carried out. Article 9 It is not allowed to dump garbage, accumulate fertilizers or set up fertilizer transfer points on both sides of roads and highways in cities or suburbs.

It is not allowed to dump garbage, feces, animal carcasses, etc. into rivers and sewers. Article 10 Unless approved by the Public Security Bureau, it is strictly prohibited to keep dogs in the city. Other poultry and livestock must be raised in stalls and stalls, and are not allowed to be raised in streets or on sidewalks.

Poultry stables should be cleaned regularly, manure should be removed frequently, conditions for mosquitoes and flies to be eliminated, hygiene should be maintained, and the surrounding environment should not be polluted. Article 11 All means of transportation must be kept clean and tidy when entering the city, and the following must be done:

1. Passenger trains must close the on-board toilets when entering urban areas and towns.

2. A waste ticket box must be set up inside the bus, and waste tickets must not be thrown into the street.

3. Vehicles that load, unload, and transport sand, gravel, cement, lime, coal and other materials as well as waste soil, waste materials, garbage, feces and other wastes must be loaded with appropriate amounts, bundled, covered, and tightly sealed. , no spilling or leaking along the way. After loading and unloading of various materials, the site must be cleaned in time.

4. When animal-drawn vehicles enter urban areas, they should be equipped with effective manure bags and cleaning tools, and the scattered manure and feed should be cleaned up in time.

5. Shipping vessels are not allowed to discharge waste into urban river waters. Article 12 Every citizen must consciously abide by the public health order, respect social ethics, and refrain from urinating in the open, littering peels, vegetable leaves, paper scraps, cigarette butts, popsicle sticks, and spitting everywhere. , blow your nose; do not dump garbage, dirt, feces and sewage; do not write graffiti on buildings. Chapter 3 Cleaning and Cleaning Management Article 13 The city appearance and environmental sanitation of each region and unit shall be based on the principle of combining sections and focusing on sections. All street-facing units, shops and courtyards must establish a "three guarantees" responsibility system in front of their doors, sweep them whenever they see dirt, and keep the environment clean and tidy at all times.
