In order to strengthen the management of dog breeding, standardize dog breeding behavior, protect the health and personal safety of citizens, and enhance the level of urban civilization, according to the "Tai'an City Dog Breeding Management Measures" and the "Shandong Provincial Department of Finance, Shandong Provincial Development and Reform According to the relevant provisions of the Committee’s Reply Approving the Collection of Dog Management Service Fees in Tai’an City, it was decided after research to charge dog management service fees throughout the city. The relevant matters are now notified as follows:

1. Scope and objects of charges

In accordance with the "Tai'an City Dog Breeding Management Measures", dog owners in Tai'an City's key management areas will be charged Dog management service fee. The county people's government can determine the key management areas within its own administrative region, and the dog management service fees can be charged according to the standards determined in this article. If a separate charging standard is formulated, it must be reported to the Municipal Development and Reform Commission and the Municipal Finance Bureau for approval.

Guide eye, assistance and assistance dogs are exempt from dog management service fees. Military and police dogs do not apply to the "Tai'an City Dog Breeding Management Measures" and are not included in the fee range.

2. Charging standards

The initial registration fee is 350 yuan/bird, and the subsequent annual endorsement fee is 150 yuan/bird.

If a dog owner damages or loses his dog registration certificate, dog tag, electronic identification, etc. due to personal reasons, he must reissue or replant them according to regulations and pay the reissue and replantation fees. It costs 100 yuan to reissue a dog tag; 5 yuan to reissue a dog registration certificate; and 40 yuan to replant an electronic logo.

3. Fee Management Method

Dog management service fees are administrative charges and are collected uniformly by the public security organs using the Shandong Province Non-Tax Income General Bill supervised by the Provincial Department of Finance. , the fee income is paid in full to the finance through the "Shandong Provincial Fiscal Bill Information Non-tax Revenue Collection Management System", and "two lines of revenue and expenditure" management are implemented.

IV. Charge use and supervision

Dog management service fees are mainly used for dog registration services, establishment of dog management service information system, establishment and management of dog shelters, shelters Expenditures for dog breeding fees, quarantine fees, immunization fees and other dog raising service fees, etc. No unit or individual may arbitrarily change the use of dog management service fees, and may not withhold, misappropriate, or arbitrarily use the fees. Public security organs must collect dog management service fees in strict accordance with regulations, publicize fees according to regulations, disclose the scope of fees, fee basis, fee standards, fee exemptions and other matters, and consciously accept supervision from relevant departments and society.
