Chapter 3 Safety Production Responsibilities

Article 12 Responsibility of the design unit for production safety:

(1) The design unit and relevant personnel are responsible for the safety of their design.

Article 13 Responsibilities of production safety of construction units:

Article 14: Safety production responsibilities of supervision units:

Chapter 4 Safety Production Expenses

Article 15 Safety production expenses of communication construction projects refer to the construction unit’s purchase of construction safety protection equipment, implementation of safety measures, and improvement of safety measures in accordance with relevant national regulations. Article 23 When the construction unit completes 50% of the project quantity or construction progress, the project leader shall fill in the payment request form and submit it to the supervision unit after it is signed and sealed by the person in charge of the enterprise. If the supervision unit discovers safety hazards at the construction site during the review, the construction unit shall be ordered to make immediate rectifications. After review, only if the requirements are met or the rectifications are qualified, the director can sign the requisition and request the construction unit to pay in time.

For engineering projects that have not been supervised, the project leader will directly submit the request form to the construction unit to apply for payment of the remaining safety production expenses after it is signed and stamped by the person in charge of the enterprise.

Article 24 Production safety expenses shall be used within the following scope in accordance with the provisions of the "Interim Measures for the Financial Management of Production Safety Expenses of Enterprises in High-Risk Industries" (Caiqi [2006] No. 478):

(1) Expenditures for improving, transforming and maintaining safety protection, testing and detection equipment and facilities;

(2) Expenditures for equipping necessary emergency rescue equipment, equipment and safety protection items for on-site workers.

(3) Expenditures for safety production inspection and evaluation;

(4) Expenditures for assessment, rectification and monitoring of major hazard sources and major accident hazards;

( 5) Expenditures on safety skills training and emergency rescue drills;

(6) Other expenses directly related to safety production.

Article 25 Production safety expenses shall be accounted for in a special account. The construction unit shall arrange the use within the prescribed scope and shall not misappropriate or occupy it. Article 26 The construction unit shall establish and improve an internal safety expense management system and clarify the use and management procedures of safety expenses.

Article 27 The construction unit shall apply for group personal accident insurance or individual accident insurance for personnel engaged in high-altitude, high-pressure, flammable, explosive, highly toxic, radioactive, high-speed transportation, and field operations. . The required expenses are directly included in the cost (expense) and are not included in the security expenses.

The expenses required for occupational disease prevention and treatment, work-related injury insurance, and medical insurance provided by the enterprise for employees are not included in the safety expenses.

Chapter 5 Production Safety Accident Reporting, Investigation and Handling

Chapter 6 Supervision and Management
