According to weather forecasts, since November 17, our city has been affected by weak pressure fields and high humidity, and the overall atmospheric diffusion conditions have deteriorated, and moderate to severe pollution may occur. In order to effectively respond to this round of pollution process and minimize the impact of the pollution process on public health, with the approval of the municipal government, Level II emergency response measures for heavy pollution weather were launched at 18:00 on November 17. The county governments, development zone management committees, and member units of the Municipal Heavy Pollution Weather Emergency Response Office are basically implementing the "Notice on Issuing the Refined Management and Control Plan of Baoding City in November" issued by the Municipal Atmospheric Affairs Office on November 12. work immediately in accordance with the local and departmental heavy pollution weather emergency plans and the Level II response measures of the "Baoding City Heavy Pollution Weather Emergency Response Industry Emission Reduction Measures", and convey this notice to all enterprises and construction sites.

1. Comprehensively implement emergency response emission reduction measures

Industrial enterprise control measures. County governments, development zone management committees, and member units of the Municipal Heavy Pollution Weather Emergency Response Office strictly implement emergency emission reduction measures based on the emergency emission reduction lists revised by each county in 2021. Enterprises included in the positive list of environmental supervision, epidemic prevention and control guarantee enterprises and construction projects shall operate normally while ensuring the effective operation of pollution prevention and control facilities and strictly implementing pollution prevention and control measures.

Mobile source control measures. Construction waste and slag transport vehicles and sand and gravel transport vehicles are prohibited from driving in the city center and counties; the use of non-road mobile machinery of National Grade II and below should be stopped in construction sites, industrial enterprise factories and industrial parks; mines, material yards, Logistics and other units involved in the transportation of bulk raw materials and products should be prohibited from using National IV and below heavy-duty trucks for transportation.

Non-point source control measures. Strengthen dust control at construction sites and traffic. Sand and gravel factories, stone factories, slate factories, etc. will stop open-air operations; except for emergency rescue projects, earthwork operations at all construction sites will be stopped. Outdoor building demolition, spray painting, slope protection spray grouting, concrete mixing, etc. are prohibited. During the severe pollution weather warning period, the regulations prohibiting the setting off of fireworks and firecrackers in the entire area are strictly implemented. Strengthen inspections and inspections, make full use of open-air burning video and infrared monitoring systems to carry out real-time monitoring, and ensure that those who set off fireworks and firecrackers and burn straw garbage in the open can be discovered and disposed of at any time. Pay close attention to the changing trends of regional air quality during key periods, and if there is a tendency for abnormal increases, we must further strengthen civil air defense + technical prevention supervision measures, increase the frequency of inspections, and strictly crack down on illegal activities in accordance with laws and regulations.

2. Do a good job in supervision and inspection work

After initiating Level II emergency response measures, all county governments and member units of the Municipal Heavy Pollution Weather Emergency Response Office must strengthen supervision and inspection and strictly enforce the law. 3. Do a good job in reporting information in a timely manner

All county governments, development zone management committees, and member units of the Municipal Heavy Pollution Weather Emergency Response Office must follow the "Baoding Heavy Pollution Weather Emergency Response Office" The "Emergency Plan" requires that during the early warning period, the supervision and inspection status of the day should be reported before 20:00 every day. After the early warning is lifted, a written report on the implementation of emergency response measures should be formed and submitted to the Municipal Atmospheric Affairs Office in a timely manner before 16:00 the next day.
