For example, the Water Management Department conducts self-inspections every quarter and conducts evaluations every six months, converting task completion into quantitative indicators. (2) To improve the awareness of integrity and self-discipline among leading cadres, the key is education

In our past concepts, we have always believed that the city appearance and sanitation industry is not an area prone to corruption cases. However, From the bribery case of Li Lianchang, the former director of the Pudong Shipyard last year to the bribery case of Wu Baotun, the former party secretary and director of the Luwan District City Appearance Administration Bureau this year, we were greatly shocked. In the process of analyzing the painful lessons, we found that the two cases have similarities. at. First of all, they all occurred in the field of engineering construction bidding and contracting, and the amount of bribes each time exceeded 10,000 yuan. Secondly, the parties involved are all department-level leading cadres and the leaders of the party and government of the unit. After the incident, they all confessed during the confession process that they had relaxed the principles of party spirit, had a weak sense of organizational discipline, and failed to implement the "three important and one" rules of procedure. Third, the clues to the crime all come from letters and calls from the masses.

These problems show that as the city appearance and sanitation industry becomes more and more market-oriented, more and more business activities involve market operations, such as procurement of sanitation facilities and equipment, engineering construction project bidding, project contracting, administrative licensing approval, administrative penalties, etc. Matters can easily become the source of corruption. The power in the hands of leaders has become the main target of bribers. In order to obtain the maximum benefit, they use money to seduce our leading cadres instead of through legitimate competition. When leading cadres relax their vigilance and have weak ideas, they will be bribed. Pulled down easily.

Insufficient education, imperfect systems, and ineffective supervision are the main reasons for the growth of corruption. Therefore, we must learn lessons from the bribery cases of Li Lianchang and Wu Baotun, reflect deeply, and compile these two cases into Textbooks educate leading cadres across the industry. All units must carefully conduct self-examination and investigation to see if there are any signs or tendencies. Don't wait for the "accident to come to light" before "making amends". The basis for improving the awareness of integrity and self-discipline among leading cadres lies in education. However, there are a few comrades, especially government cadres, who are not active in participating in the activities. Our goal this year is to establish and improve the anti-corruption system and norms for key positions and key links, further improve the integrity, self-discipline and other-discipline mechanisms for leading cadres, and form an anti-corruption working mechanism that focuses on the root cause of the system, so as to build a "system anti-corruption" system. The basic structure lays a solid foundation. In terms of supervision, we look for breakthroughs in conducting administrative efficiency supervision, strengthen source governance, and standardize and supervise the operation of power. In the first half of this year, we held a system-wide political style construction analysis symposium.
