Regulations of Hengyang Municipality on Patriotic Health

Article 1 In order to strengthen patriotic health work, advocate a healthy and civilized lifestyle, safeguard citizens' physical and mental health, and improve the urban and rural health environment, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to patriotic health work and its supervision and management within the administrative area of this Municipality. Article 3 The people's governments of cities and counties (cities, districts) shall incorporate patriotic health work into the national economic and social development plan, and include the funds for patriotic health work in the fiscal budget at the same level. Article 4 The people's governments of cities and counties (cities, districts) shall set up patriotic health campaign committee (hereinafter referred to as Aiweihui) headed by the chief executive of the government, and set up an Aiweihui office in the health department at the same level to undertake the daily work of Aiweihui.

Township (town) people's governments, sub-district offices, organs, organizations, enterprises, institutions and other organizations shall set up patriotic health organizations or designate personnel to be responsible for the daily patriotic health work in their respective regions and units. Village (neighborhood) committees shall assist in patriotic health work in their own areas. Article 5 The people's governments of cities and counties (cities, districts) shall strengthen the construction of health education and health promotion institutions, improve the working network, and organize the whole society to carry out health education and health promotion activities.

State organs, social organizations, enterprises, institutions and other organizations shall carry out health education and health promotion to improve the level of health literacy.

Schools, kindergartens and other educational institutions should incorporate health education into the teaching content, strengthen health psychological counseling, and cultivate students' healthy behavior habits.

The news media should set up health education columns and publish health public service advertisements. Medical institutions, stations, shopping malls, squares, parks, bazaars, hotels, residential quarters and other public places should set up health education publicity columns to carry out health knowledge publicity. Article 6 Citizens shall actively participate in patriotic health activities and consciously safeguard public health.

Encourage and support social forces to invest in health infrastructure construction.

Encourage and support voluntary service organizations and volunteers to participate in patriotic health work. Seventh city and county (city, district) people's governments and their relevant departments shall, in accordance with national and provincial health standards, carry out activities to create health cities, health counties, health townships (towns), health village (neighborhood) committees and civilized health units. Eighth city public toilets construction should be reasonable layout, and set up obvious signs, keep clean and facilities in good condition.

The construction and renovation of rural toilets shall avoid drinking water sources and other water bodies, and shall not cause pollution to water bodies or affect the life of village (residents). Article 9 The builders and managers of bazaars shall set up public toilets, garbage stations, water supply and drainage facilities that meet the hygiene requirements, be equipped with cleaning personnel, establish and improve relevant hygiene systems, and maintain a good hygienic environment. Operators should keep booths and doors clean and hygienic.

Live poultry sales should be separated from storage, slaughter and sales, and do a good job in cleaning and disinfection and harmless treatment of waste and sick birds. Article 10 Drinking water shall meet the national drinking water standards.

Centralized water supply units should be equipped with water quality monitoring equipment and personnel that meet the national health standards to carry out water quality testing.

The management unit of secondary water supply facilities shall conduct routine water quality testing and cleaning and disinfection of water storage facilities at least once every six months. Eleventh city and county (city, district) people's government should take the reduction, recycling and harmless of domestic waste as the goal, strengthen the construction of urban and rural domestic waste collection, transportation and disposal facilities, and promote the classified delivery, collection, transportation and disposal of garbage.

Urban management departments shall, according to the needs of classified disposal of domestic garbage, equip with clearly marked classified collection containers, transform urban garbage transfer stations, storage points or disposal sites, and equip them with special transport vehicles that meet the requirements of garbage classification and removal, have good sealing performance, are clearly marked, are energy-saving and environmentally friendly, and avoid re-mixing, collection and transportation after garbage classification.

Township (town) people's governments, neighborhood offices and village (neighborhood) committees shall organize the classified disposal of rural domestic garbage, implement household garbage collection, village collection, township (town) transshipment and county (city) disposal, and implement special cleaning.

Villagers (residents) shall put domestic garbage into the collection containers with corresponding signs or designated collection points. Twelfth prohibit smoking in public transport, indoor public places, kindergartens, schools and other places where minors concentrate their activities.

Dog owners should regularly go to animal epidemic prevention institutions to immunize dogs and apply for animal rabies immunization certificates.

When taking a dog out of the house, you should lead the dog with a leash and wear a dog tag and muzzle for the dog. In addition to drug detection dogs, search and rescue dogs, guide dogs, support dogs and other working dogs, it is forbidden to bring dogs into parks, squares and other indoor public places and outdoor public places with signs prohibiting animals from entering, and it is forbidden to take dogs on public transport other than small taxis.
