(3) It is forbidden to violate the rules and regulations in small-scale field operations, and the safety management measures are not implemented in place, and the technical management measures are not implemented seriously, so they muddle along; Afraid of trouble, save trouble, and excessively despise small scenes.

(4) There are many small-scale construction projects, and some engineering companies even undertake more than 10 small-scale projects at the same time, so the safety management power is insufficient. The management mechanism is rigid and cannot adapt to the changing market and the characteristics of small projects. Management methods and means are outdated, unable to match them, and rules and regulations cannot be updated in time.

(5) There is a serious shortage of safety funds for small-scale projects. The reasons are: first, the small-scale engineering quantity is less than the profit, and the benefit of the construction unit is not great, making it difficult; Second, we don't know enough about the importance of safety, we can't correctly handle the relationship between safety and benefit, the construction unit is short of funds and safety materials, which will inevitably lead to insufficient safety facilities on the construction site and frequent safety hazards.

(6) There are loopholes in the technical management of small-scale construction, such as the compilation and disclosure of technical measures, the implementation of safety work tickets (operation tickets) and how to clarify the relevant responsibility system.

This paper analyzes a series of problems existing in the safety production management of small buildings at present. The fundamental reason is that we must focus on solving and improving the safety ideology of personnel, dissect the structure of the first responsible person, team leader, safety officer, work director and working class members at all levels of safety production from the company system, and help them find the root cause. Take effective measures to prevent it. In the grass-roots units of the system (especially the rural power team), some of our grass-roots leaders and the director of the power supply station don't pay attention to details, and they usually neglect to learn the rules and regulations of safe production. On-site supervision lacks pertinence and sensitivity, and turns a blind eye to loopholes, potential safety hazards and violations in the safety management of some small-scale places, turning a blind eye or not calling the police. They have the idea of belittling small-scale construction sites ideologically, and sometimes they can't set an example by going to the construction site for inspection and inspection. Even some violations will be explained and defended, and its negative impact can be imagined.

In daily work, some grass-roots team leaders, full-time and work leaders have a weak sense of safety in small-scale construction, and they are afraid of trouble and try to save trouble. A lot of work is done by experience and subjective consciousness. In a small-scale field work, when encountering habitual violations, there is a kind of thought that a good man is afraid of offending people and always thinks that he will bow his head and not see the person who looks up. Empirically, they even think that small-scale construction, various procedures and regulations are unnecessary. I always think that "small rivers and ditches are difficult to capsize, so there is no need for everything to be safe", so I don't care about construction safety and supervise the implementation of regulations; Have the idea of being a monk for a day and bumping into a bell for a day. There is no sense of responsibility at all, and safety awareness and business skills are generally low. Accustomed to all kinds of violations, I don't think so, and I don't know the truth that "I often stand by the river and wet my shoes in the morning and evening". In the long run, over time, one day, a catastrophe will happen, and it will be too late to regret it. There is a phenomenon of being brave in our safety supervision team. We always think that there will be no accidents in small-scale construction, it is difficult for small-scale construction sites to achieve 100% supervision, and some irregularities found on the site are not dealt with seriously.

At the beginning of June, the manager of the company personally led a team to organize the heads of relevant offices of the organs and the party and government leaders of grass-roots units to conduct surprise inspections on the project site. On June 3rd and 9th, an inspection team led by the company's vice president in charge of safety work, and attended by the management personnel of Machine Management Department, Engineering Management Department, Safety Supervision Department and Security Department, conducted two special inspections and rectification review on Tangdian Project, focusing on safety and civilized construction, fire fighting, maintenance of construction machinery and equipment, logistics, catering, sanitation and epidemic prevention, etc. The main problems in the field can be summarized as follows: (1) Habitual violations still exist, and most of them are construction workers of outsourcing teams, indicating that management needs to be further strengthened; (2) The unit has entered the stage of division trial operation, and relevant management measures need to be further improved at this stage, such as "two votes and three systems"; (3) The intensity of on-site supervision and inspection of sporadic and temporary construction activities is relatively weakened. In view of the above facts, the inspection team clearly pointed out that in daily management, we should attach importance to safety production and SARS prevention and control, and at the same time formulate scientific prevention and control measures according to the actual situation and pay close attention to implementation to ensure that safety construction activities are not infringed by adverse factors such as SARS.

On June 14, under the leadership of the company's deputy chief engineer, the project was inspected on site, and the key construction procedures such as the installation of large machinery on site were inspected in detail. According to the actual situation, put forward specific rectification suggestions and corrective measures in writing. The main problems existing in site management are: (1) The newly installed tower crane related safety protection devices are not complete, such as walking limit devices, rail clamps, lighting devices for night construction, etc. (2) The main rope of the newly installed tower crane needs to be equipped with rollers or rollers at the part passing through the ceiling of the machine room to avoid friction; (3) The traveling mechanism is not lubricated; (4) The platform at the cable reel shall be equipped with a cover plate. At this stage, the safety and civilized construction of the company's various engineering sites remains relatively stable, and various engineering construction activities are progressing smoothly. Remarkable progress has also been made in preventing SARS. No clinical patients or suspected patients were found in each project site. Employees (including outsourcing team) have stable thoughts, effective measures and smooth progress in construction and production. In the future construction management, the company will continue to actively negotiate and communicate with the project legal person, project supervisor and other relevant parties, strengthen the work of "supervision, service and guidance", strengthen people-oriented management, comprehensively improve the overall construction capacity, establish a good corporate image, and ensure the smooth realization of safety management objectives.

In the same period, the "Zero Target of Accidents" activity was organized at the construction site, and the "Safety Production Knowledge Training Course" was held. Targeted, knowledgeable, interesting and attractive "safety knowledge quiz" and other activities have created a strong safety culture atmosphere at the construction site, effectively promoting the improvement of employees' safety awareness and self-protection ability.

As of June 30th, the company has achieved the phased results of safe production 1584 days. In particular, a number of activities carried out through the "Safety Production Month" have created an atmosphere in which all staff pay attention to safety and care for life. At the same time, it has further enhanced the awareness of managers and employees at all levels on the importance of safe production and safe life, promoted the implementation and enforcement of the responsibility system for safe production at all levels, and achieved good practical results.
