The notice pointed out that, except for commercial and office projects with serviced apartments, real estate development enterprises and brokerage agencies are not allowed to use the terms "apartment", "luxury house" and "X room X hall" to mislead consumers in the process of selling commercial and office buildings, or to set up model houses with residential functions.

The notice requires that the proportion of service apartments built on commercial land should not exceed 20%. If other land uses are compatible with commerce, the construction area of serviced apartments shall not exceed 30% of the construction area of commercial capacity. District governments can further determine the setting area and proportion of serviced apartments in the region according to the requirements of regional development and on the premise of conforming to urban planning.

The Notice clarifies the requirements for the registration of real estate rights. Specifically, when an office project is approved, the planned use of the house should be uniformly registered as "office space" when handling the registration certificate of real estate rights, and it cannot be registered as "apartment office, unit office, single room office, etc." .

Regarding the supporting services of public utilities, the notice pointed out that water and electricity for non-residential projects are managed according to commercial office standards, and there are no pipeline gas facilities and education degrees.

In addition, the Notice also improved the filing procedures for online signing of apartment contracts, specifically: before a real estate development enterprise signs a house purchase contract with a house buyer, the sales staff and the house buyer should jointly take photos at the exhibition board for archiving, and the photos should clearly show the front appearance, ID card information and exhibition board information of the house buyer and the sales staff.
