The competent department in charge of the national road traffic safety management is the public security department of the State Council. At or above the county level, the department responsible for road traffic safety management within the administrative area is the traffic management department of the public security organs of the people's governments at all levels.

What are the general traffic control measures?

10. The suspects and their belongings at the scene can be searched and inspected, and illegally carried weapons, controlled knives, slogans, leaflets and other items can be confiscated.

Road Traffic Safety Law of the People's Republic of China

Article 4 People's governments at all levels shall ensure that road traffic safety management is compatible with economic construction and social development.

Local people's governments at or above the county level shall adapt to the needs of road traffic development, formulate road traffic safety management plans according to road traffic safety laws, regulations and relevant state policies, and organize their implementation.

Fifth the State Council public security department is responsible for the national road traffic safety management. The traffic administrative department of the public security organ of the local people's government at or above the county level shall be responsible for the management of road traffic safety within their respective administrative areas.

The transportation and construction management departments of the people's governments at or above the county level shall be responsible for the relevant road traffic work in accordance with their respective responsibilities.
