Implement and improve the democratic management system with the workers' congress as the basic form, promote the openness and democratic management of factory affairs, realize the openness of factory affairs in public-owned enterprises of grass-roots trade unions, and realize the full coverage of the establishment rate of workers' congresses. The publicity of factory affairs and the establishment of workers' congresses in non-public enterprises have reached more than 90%.
