Regulations of Lvliang Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, guide and promote citizens to carry out civilized behavior, and improve the civilized quality and social civilization level of citizens, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior guided by socialist core values, abiding by the provisions of the Constitution and laws and regulations, upholding socialist morality, maintaining public order and good customs, and promoting social progress. Article 3 The promotion of civilized behavior should adhere to the combination of the rule of law and the rule of virtue, follow the principle of people-oriented, overall promotion and both rewards and punishments, and build a working pattern of * * * building * * * governance and * * * enjoyment with government leadership, social coordination and mass participation. Fourth city and county (city, district) spiritual civilization construction steering committee shall establish a work coordination mechanism to promote the propaganda of civilized behavior within their respective administrative areas; Its offices are specifically responsible for the guidance, coordination, supervision and inspection, and evaluation of the promotion of civilized behavior within their respective administrative areas. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, include the required funds in the fiscal budget, and formulate relevant policies and measures to promote the coordinated development of civilized behavior and economy and society. Sixth city and county (city, district) people's government departments and township (town) people's government, street offices shall, in accordance with their respective responsibilities, strengthen cooperation and do a good job in the propaganda of civilized behavior.

The village (neighborhood) committee shall guide the village (neighborhood) people to incorporate civilized behavior into the residents' convention and village regulations, and assist in the related work of advocating civilized behavior. Article 7 Advocating civilized behavior is the common responsibility of the whole society.

State organs, social organizations, enterprises and institutions, grassroots mass autonomous organizations, other organizations and individuals should actively participate in the propaganda of civilized behavior in light of their own reality.

National staff, party representatives, deputies to the National People's Congress, CPPCC members, educators, advanced model figures, public figures, window post staff, etc. It should play an exemplary role in observing civilized behavior norms.

Encourage units and individuals to participate in the propaganda of civilized behavior by means of capital, technology, labor and intellectual achievements. Chapter II Standardization and Advocacy Article 8 Citizens should love the motherland, practice the socialist core values, carry forward the traditional virtues of the Chinese nation, abide by public order and good customs and civilized behavior norms, actively participate in the construction of social morality, professional ethics, family virtues and personal morality, and consciously resist uncivilized behavior. Ninth window units and service industries shall formulate civilized service standards, make public service commitments, publicize service processes and guidelines, establish service evaluation system and complaint handling mechanism, and establish a civilized image. Tenth administrative law enforcement departments should formulate civilized law enforcement norms and strengthen the training and management of law enforcement personnel.

Administrative law enforcement personnel shall enforce the law in a civilized manner and abide by the following provisions:

(a) to show law enforcement certificates to the parties and relevant personnel, indicating their identity;

(2) Dressing and wearing law enforcement signs in accordance with regulations;

(3) Use civilized language and behave appropriately;

(four) other civilized law enforcement norms. Article 11 Citizens shall maintain order in public places and observe the following provisions:

(a) behave in a civilized manner, dress appropriately, and do not make any noise or use foul language;

(two) wearing headphones when watching and listening to audio-visual materials in indoor public places;

(3) Organizing gatherings, entertainment, square dances and other activities in public places, reasonably choosing the time and place, controlling the volume, and not making noise to interfere with the normal life of others;

(four) shall not be graffiti on urban roads, buildings, structures, trees, municipal and other facilities, and shall not post advertisements, wall posters, slogans and posters without authorization;

(five) comply with the "one meter long" civilization guide sign set by the public place management unit;

(six) abide by the queue order, not to cut in line, push each other, take the bus and elevator first in and then out;

(seven) shall not occupy, damage or improper use of public facilities and public places;

(eight) watching cultural performances and sports competitions shall not affect others or normal performances and competitions;

(nine) in case of emergency, obey the on-site command, cooperate with emergency disposal, and not blindly gather around;

(10) Other codes of conduct for maintaining order in public places. Article 12 Citizens shall maintain public health and observe the following provisions:

(1) Reduce the generation of garbage and put domestic garbage in accordance with the principle of garbage classification and relevant regulations;

(2) No littering of peels, scraps of paper, cigarette butts, packaging bags and other wastes;

(3) Smoking (including electronic cigarettes) is not allowed in indoor public places, public transport and other non-smoking places;

(4) No spitting and defecation;

(5) Cover your mouth and nose when coughing or sneezing, and wear a mask when suffering from infectious respiratory diseases;

(six) during the epidemic prevention of public health emergencies, abide by the epidemic prevention regulations such as wearing masks and keeping a social distance, cooperate with relevant epidemic prevention measures such as inspection, isolation and treatment, and provide relevant information truthfully;

(7) Other codes of conduct for maintaining public health and civilization.
