It is now the location of Laizhou City Wenchang Police Station.

In August 1938, the Third Army of the Shandong People's Anti-Japanese National Salvation Army led by the Jiaodong Special Committee of the Communist Party of China was co-organized with the Third Anti-Japanese Guerrilla Detachment of Jiaodong in Ye County. After that, the anti-Japanese base areas of Peng, Huang and Ye counties were connected, and the Beihai District Administrative Inspectorate Office was established on the basis of the anti-Japanese democratic governments of the three counties.

In the same month, the Yexian Bank under preparation was handed over to the leadership of the Jiaodong Special Committee to raise funds in the form of a public-private partnership. Taking into account the change in affiliation, at the suggestion of Gao Jinchun, the commander of the fifth detachment, the Yexian Bank was renamed " North Sea Bank".

In October of the same year, the first batch of Beihai coins was printed at Tongyu Hall in the west gate of Ye County. There are four types of coins: one jiao, two jiao, five jiao and one yuan. The obverse designs are all historical and cultural relics of Ye County. A panoramic view of the county government entrance, Drum Tower, Fire Temple and Jade Emperor Peak, with the words "Yexian" printed on the ticket. The engraving was designed and drawn by Deng Zhenyuan (Deng Wenqing) from Ye County, and the word "Zhenyuan" is marked on the lower right corner of the ticket;

The four characters "Beihai Bank" were handwritten by Xing Songyan. Regarding the first batch of printed Beihai coins, scholars said that they were deeply imprinted with the local mark of "Yexian", making "Yexian", a remote coastal town in the northwest of the Jiaodong Peninsula, occupy an important place in the financial development history of New China. a place.
