How to promote basic work on population and family planning

(1) Strengthen publicity and guidance. Through various forms and channels, we publicize my country's national population conditions, basic national policies on family planning, and the great achievements made in family planning work, and enhance the awareness of the national conditions and national policies of the whole society; publicize family planning laws and regulations, adjust and improve fertility policies and measures, and promote long-term population balance development; vigorously promote the "New Trend of Marriage and Parenting Entering Thousands of Families" campaign, publicize knowledge on contraception, birth control, eugenics and reproductive health, and advocate scientific, civilized and progressive concepts of marriage and childbearing. Do a good job in information disclosure and policy interpretation, and respond to social concerns.

(2) Strengthen management according to law. In accordance with the requirements of legal administration, reasonable administration, due procedures, efficiency and convenience, honesty and trustworthiness, and unity of powers and responsibilities, we will improve law enforcement methods and promote the standardization of grassroots law-based management. Standardize the collection and management of social support fees and strictly implement the "two lines of revenue and expenditure." Actively promote the reform of the maternity service certificate system and simplify the review and approval of rebirths. Strengthen the management of family planning services for the floating population, and promote the equalization of basic public health and family planning services for the floating population. We will carry out the "Care for Girls Action" in depth, investigate and deal with "two illegal" cases in accordance with the law, and comprehensively address the problem of high sex ratio at birth. We will carry out in-depth the Sunshine Family Planning Campaign and do a good job in petitioning and maintaining stability.

(3) Strengthen technical services. Carry out family planning, prenatal and postnatal care, and reproductive health services, promote informed choices of contraceptive methods, and guide the public to choose safe, appropriate, and long-lasting contraceptive measures. Induction of labor in the first trimester of pregnancy that is not medically necessary is strictly prohibited. Comprehensively implement free pre-pregnancy eugenic health examination projects, carry out comprehensive prevention and treatment of birth defects, and improve the quality of the birth population. Implement national free family planning basic technical service projects, strictly enforce service procedures, and ensure service quality.

(4) Strengthen interest orientation. We will implement statutory reward policies and implement the "three systems" including the reward and support system for some rural family planning families, the special support system for family planning families, and the "Fewer Births and Quick Wealth" project in the western region. We will do a good job in providing economic assistance, pension security, medical security, and social care to families with special difficulties in family planning. Encourage social forces to provide services to family planning families. Comprehensively carry out activities to create happy families, new family plans and maternity care actions.

(5) Strengthen information management. Relying on the village (residential) work network and team, implement a regular information collection system. Coordinate the establishment of information sharing mechanisms for pregnancy care, hospital delivery, immunization planning, household registration management, migration, marriage registration, compulsory education, social security, etc., and do a good job in birth statistics and monitoring. Deeply develop and utilize all population information resources, and use information technology to streamline grassroots ledgers and reports. Improve information quality and ensure information security.

(6) Strengthen mass autonomy. Fully promote democracy, formulate family planning mass autonomy regulations and family planning conventions in accordance with the law, clarify the family planning responsibilities of village (resident) committees, the tasks of family planning associations, and the rights and obligations that the masses should enjoy, and formulate family planning rewards and restrictions based on actual conditions Measures should be taken to guide the masses to self-manage, self-service, self-education and self-supervision. Increase efforts to promote family planning with integrity and implement "two-way commitments and mutual trustworthiness" between the government or village (resident) committees and the masses.
