Measures of Inner Mongolia Autonomous Region for Forest and Grassland Fire Prevention

article 1 in order to strengthen the fire prevention work of forests and grasslands and ensure the development of forestry and animal husbandry, these measures are formulated in accordance with the regulations on forest fire prevention issued by the State Council and relevant laws and regulations, combined with the actual situation of the autonomous region. Article 2 These Measures shall apply to all forest and grassland fire prevention work within the administrative area of the autonomous region except urban areas.

forest fire prevention as mentioned in these measures refers to the prevention and fighting of fires in forests, trees and woodlands.

the term "grassland fire prevention" as mentioned in these measures refers to the prevention and fighting of fires in natural grasslands, grassy hills and slopes, tidal flat grasslands and artificial grasslands. Article 3 The principle of "prevention first, active elimination, and combination of prevention and elimination" shall be implemented in forest and grassland fire prevention. Fifth people's governments at all levels and the administrative office of the League shall set up forest and grassland fire prevention headquarters according to actual needs. Its main responsibilities are:

(1) to implement the national laws, regulations, guidelines and policies on forest and grassland fire prevention, and to supervise the implementation of relevant laws, regulations and these measures;

(2) conduct publicity and education on forest and grassland fire prevention, formulate fire prevention measures for forest and grassland, and organize the masses to prevent forest and grassland fires;

(3) Organize fire safety inspection of forests and grasslands to eliminate fire hazards;

(4) Organize scientific research on forest and grassland fire prevention, popularize advanced technology and train forest and grassland fire prevention professionals;

(5) Check the planning and construction of fire prevention facilities in forests and grasslands in this area, and organize relevant units to maintain and manage fire prevention facilities and equipment;

(6) master the fire dynamics, formulate the fire-fighting preparation plan, and organize and direct the fire fighting in dense forests and grasslands in a unified way;

(7) coordinating major issues related to forest and grassland fire prevention among local departments;

(8) Cooperate with relevant authorities to investigate and handle forest and grassland fire cases;

(9) Conduct forest and grassland fire statistics and establish fire files.

the fire prevention headquarters at or above the county (city) level shall set up an office with an appropriate number of full-time cadres to take charge of daily work. Sumu (township) fire prevention headquarters can set up offices or be equipped with full-time cadres according to the actual situation.

if there is no fire prevention headquarters, the competent forestry and grassland departments at the same level shall perform the duties of the headquarters. Article 6 The Daxinganling Forestry Administration shall set up a fire prevention headquarters, and state-owned forestry bureaus, forest farms, farms, pastures and troops, railways, other enterprises and institutions in forest and pastoral areas, as well as villages and collective economic organizations shall set up corresponding forest and grassland fire prevention organizations, which shall be responsible for the fire prevention work of forests and grasslands within their own systems and units under the leadership of the local people's government. Article 7 The relevant local people's governments in forest areas and pastoral areas at the junction of administrative regions should establish fire prevention joint defense organizations, agree on the lead units, delimit joint defense areas, and stipulate joint defense systems. In line with the principle of giving priority to self-defense, mutual defense and mutual rescue, they should do a good job in joint defense work. Eighth forest police forces in the local people's governments at or above the county level or the State Forestry Administration fire prevention organization under the unified command to carry out fire prevention and fire fighting tasks. Article 9 All units in forest areas and pastoral areas shall establish mass firefighting teams. State-owned Forestry Bureau, forest farm and key grassland fire prevention areas should organize professional firefighting teams, equipped with transportation, communication equipment and firefighting equipment, and be ready for firefighting at any time during the fire prevention period. Tenth people's governments at all levels and state-owned forestry and animal husbandry enterprises and institutions, according to actual needs, can set up forest and grassland fire prevention workstations, checkpoints and other fire prevention organizations in forest and pastoral areas, equipped with full-time personnel. The establishment of forest and grassland fire prevention checkpoints shall be approved by the people's governments at or above the county (city) level or their authorized units. Checkpoints have the right to conduct fire prevention inspections on vehicles and personnel entering mountains and grasslands. Article 11 People's governments at all levels shall organize relevant departments and units to carry out the construction of fire prevention facilities in forests and grasslands in a planned way, formulate a system for the management and use of fire prevention facilities and equipment, and prohibit indiscriminate deployment and abuse to ensure fire prevention needs. Twelfth people's governments at all levels should organize relevant departments and units to carry out extensive and in-depth publicity and education on fire prevention. For those who enter forest areas and grasslands to engage in production and construction, the employing units shall be responsible for fire prevention publicity and education. Thirteenth people's governments at all levels, departments and units should organize forces to carry out forest and grassland fire inspection. If the measures are not implemented and there are fire hazards, they should be improved and eliminated in time. Fourteenth every year from March 15th to June 15th, September 15th to November 15th for the autonomous region forest and grassland fire prevention period. The Union Administrative Office and the Municipal People's Government may, according to the actual situation, advance or postpone the start time of the local fire prevention period, and stipulate the fire prevention martial law period. Fifteenth during the fire prevention period, members of the fire prevention headquarters at all levels should be on duty day and night. Fire prevention professionals must stick to their posts, fulfill their duties, and shall not leave their posts without leave. Sixteenth during the fire prevention period, it is forbidden for any unit or individual to enter the forest and grassland without authorization. Individuals who really need to enter forest areas and grasslands must apply for a fire permit with their identity documents at the local fire prevention headquarters; Units that need to enter for production, construction, survey, etc. must hold supporting documents, sign fire prevention contracts and obtain fire prevention passes with the approval of the people's government of counties (cities) or the fire prevention headquarters authorized by the people's government of counties (cities). Units and individuals that have been approved to enter forest areas and grasslands shall accept the inspection and supervision of forest police, rangers and grassland supervisors. If it is necessary to enter the operation area of the State Forestry Administration, it shall obtain the consent of the Forestry Administration.
